Based in Hong Kong SAR, China, Sally is the Head of APAC Financial Institutions, responsible for Moody’s analytical teams covering ratings and research on APAC banks, insurance companies, and non-bank financial institutions such as securities and leasing companies. She is also a co-head of Moody’s Global Banking and Global Insurance & Asset Management rating franchises. In addition, Sally leads the Global Financial Institutions Group’s Environment, Social & Governance (ESG) efforts.
Sally joined Moody’s in February 2005 as an Associate Analyst in New York, covering property & casualty insurers. She transferred to Hong Kong in 2006 and completed a short stint in the Corporate Finance Group, supporting analysts in the
oil & gas, petrochemical and steel sectors. Sally rejoined the Financial Institutions Group as an Analyst in January 2007. Since then, Sally has covered various Asian financial institutions, including insurance companies, banks and securities firms and subsequently, became a manager overseeing various teams covering the ratings and research of Greater China and Korean financial institutions.
Prior to joining Moody’s, Sally worked as a Senior Auditor at Ernst & Young LLP in New York, specializing in private and public insurers. She also worked at Ernst & Young’s National Professional Practice, where she focused on technical accounting research, while assisting in accounting consultations.
Sally holds a Bachelor of Business Administration and Master of Accounting from the University of Michigan. She is a CFA charterholder and also a Certified Public Accountant.
Mr. Mark Kai is the Chief Financial Officer of BOC Group Life Assurance Co Ltd, leading the actuarial, reinsurance, asset & liability management, financial management and accounting functions of the company. In particular, he is leading the company for the implementation and the analysis of financial & business implications of IFRS17 and HKRBC. Also, he heavily involves in steering the business strategies of the company to ensure the delivery of the financial goals of the company.
Mark has around 20 years of life insurance experience, with expertise in actuarial, financial management, business planning and asset liability management. He graduated from University of Hong Kong with a Bachelor of Science in Actuarial Science, and worked in various multi-national life insurance firms before joining BOC Group Life Assurance Co Ltd in year 2009.
Mark is a Fellow of the Society of Actuaries (FSA), Fellow of the Actuarial Society of Hong Kong (FASHK), and Chartered Financial Analyst (CFA).

James is responsible for leading financial strategy, capital and asset-liability management at AIA Group. This includes:
- Developing and applying the Group’s framework for capital management and allocation within the Group and to shareholders
- Creating and implementing the Group's Strategic Asset Allocation framework and leading key asset-liability management initiatives for the Group
- Setting the longer-term financial strategy for the Group including leading the work on the business implications of new regulatory and reporting developments such as IFRS17 and Hong Kong Risk-Based Capital
James has more than twenty years of experience in the insurance industry. James graduated in Actuarial and Financial Studies from University College, Dublin and started his career by moving to London with the consulting firm Towers Perrin (a legacy firm of Willis Towers Watson). He transferred to Hong Kong at the start of 2007. He worked regularly with the multinational firms across the region on areas including capital management, financial reporting and mergers & acquisitions.
James joined AIA Group in September 2014 as Director of Group Strategy and Capital and transferred to Group Finance to lead the new Group Capital Management function in 2015.
Joe Lin is Director, Head of Investment at Peak Re.
Mr. Lin has more than 15 years’ experience in financial industry across securities, asset management and insurance companies, gaining a wide range of investment exposure across various geographical markets.
Previously, Mr. Lin was the Portfolio Manager of Delta Lloyd Asset Management, co-managing an Asian equity fund. Prior to that, he worked for Baring Asset Management.
Mr. Lin is a charterholder of Chartered Financial Analyst, a Fellow of Association of Chartered Certified Accountants and a member of Certified Management Accountant.
Ms. Phoebe Leung joined Bond Connect Company Limited, a joint venture established by China Foreign Exchange Trade System (CFETS) and Hong Kong Exchanges and Clearing Limited (HKEX), in September 2018 as the Head of Sales & Marketing to oversee China bond market access promotion and onboarding for global investors. Ms. Leung is also responsible for driving investor education on China fixed income and RMB as an asset class, holding regular seminars and roadshows for a broad range of global investors such as Central Banks, Sovereign Wealth Funds, Asset Managers, Banks, Insurers, Pension Funds, Hedge Funds, Private Banks and Family Offices. In her current capacity, she founded the Bond Connect Think Tank in 2020 to help facilitate ongoing scheme advancements that contribute to the future road map of RMB internationalisation, serving as the founding secretary.
Prior to joining BCCL, Ms. Leung was a Director, RMB Bond Sales at BNP Paribas, with over 8 years spent between Shanghai and Hong Kong. She led the establishment of BNP Paribas’ bond sales platform covering all official institutions and global financial institutional investors spanning across QFII, RQFII, CIBM Direct and Bond Connect in their China interbank bond market investments. She played a key role in the infrastructure setup committee of the bank’s Type A Bond Custodian Agent Service and Bond Connect market making eligibility. Ms. Leung has been ranked No.1 Best Sales for onshore RMB bonds by The Asset Benchmark Research from 2016-2018.
Prior to her specialisation in the China market, she was Asia credit sales covering both hedge funds and real money investors.
Ms. Leung graduated from the University of Sydney with a Bachelor’s degree in Commerce.
Frank Yuen is a Vice President–Senior Analyst with Moody’s Ratings Financial Institutions Group. Based in Hong Kong, he covers a portfolio of insurers in Hong Kong, China and other parts of Asia Pacific.
Before joining Moody’s, Frank was an Equity Research Analyst, covering regional banks and insurers at BNP Paribas and Standard Chartered. In addition, Frank has worked as a management trainee and actuarial intern at a global bank and also an insurance company.
Frank graduated from The Chinese University of Hong Kong, majoring in Actuarial Science, and is a CFA and FRM charterholder
Kelvin Kwok is an AVP-Analyst with the Financial Institution Group. Based in Hong Kong, he covers insurance companies in the Asia Pacific region.
Before joining Moody’s, Kelvin worked for PricewaterhouseCoopers as a senior audit associate covering life and general insurance firms.
Kelvin holds a bachelor’s in Business Administration from the Hong Kong University of Science and Technology. He is also a Certified Public Accountant and Chartered Financial Analyst.
Joss Matthewman rejoined RMS in 2020 as Senior Director of Climate Change Product Management. Prior to this Joss was Head of Catastrophe Exposure Management at Hiscox, responsible for natural catastrophe, war, terror and political violence exposure management and reporting across the group.
 Before joining Hiscox, Joss spent seven years in model development at RMS where he worked on the North Atlantic Hurricane and Asia Typhoon models, before being appointed Head of Storm Surge Modelling. During this period Joss was a member of the Bank of England’s Prudential Regulation Authority working group on climate change in the insurance industry.
Prior to entering the insurance industry Joss obtained a PhD in Applied Mathematics from UCL and worked as a postdoctoral researcher in climate science at the University of California, Irvine. His published areas of research include stratospheric sudden warmings, and the impact of sea-ice on global atmospheric teleconnections.
Chen Huang is an Associate Managing Director within Moody’s Financial Institutions Group. Based in Hong Kong, she manages teams of analysts covering the ratings and research of Asian insurers and Chinese banks. Chen joined Moody's in December 2020 as a Senior Vice President from Autonomous Research/Sanford C. Bernstein, where she primarily covered Chinese banks as a partner before moving to her most recent position as a consultant in China macrofinancial research. Previously, she worked at CLSA (now CITIC CLSA) as a senior analyst covering Chinese banks and non-bank financial institutions. Earlier in her career, she worked as a senior auditor at PricewaterhouseCoopers and had a brief stint at Caijing Magazine (now Caixin).Chen received her Master of Public Administration from Syracuse University in the U.S and Bachelor of Arts in Economics from the University of International Business and Economics in China.
Mr. Chan is the Associate Director, Policy and Development Division of the Insurance Authority, Hong Kong. Mr. Chan is spearheading a number of projects being pursued by the Insurance Authority including the development of the Risk-based capital regime, policyholders’ protection scheme, green and sustainable insurance, promotion of Fintech development of the insurance industry of Hong Kong and financial connectivity of the Greater Bay Area.
Before Mr. Chan joined the Insurance Authority in June 2017, he worked with the then Office of the Commissioner of Insurance for over 27 years and was the Acting Assistant Commissioner of Insurance of the Policy and Development Division. Mr. Chan has been involved in the supervision of Hong Kong insurance companies, both life and non-life, in different positions of the Office. The scope of his experience has spanned all aspects of insurance regulation, including prudential supervision of insurers, formulation and promulgation of regulatory policies on the insurance industry, liaison with international and Mainland regulatory authorities.
Mr. Chan is currently the Vice Chair of the IAIS Implementation and Assessment Committee.
Mr. Chan is a qualified accountant and holds a MBA and BA degree.
Richard Chan is the Chief Investment Officer of AXA Hong Kong and Macau. He is responsible for all investment and ALM matters of AXA HK & Macau including strategic asset allocation, tactical asset allocation, manager selection and oversight, and introduction of new asset classes and strategies. His team also runs a derivative and repo overlay program to manage the rates, spread, equity, implied volatilities and liquidity risks of the balance sheet. Under his leadership, AXA HK & Macau continues to differentiate through ALM solution, alternatives investment and ESG, by leveraging on the deeply rooted expertise of AXA Group in these areas. Richard is also the Head of ALM of AXA Asia in which he oversees the AXA’s ALM matters in 5 additional jurisdictions in Asia ex-Japan. Before joining AXA, Richard was the Capital and Investment Actuary in Prudential Hong Kong, where he led the Investment, ALM and Capital Management functions respectively at different points in time. Further before, he was the Chief Risk Officer and an executive committee member of Aviva HK. Richard is a CFA charter-holder, an FRM charter-holder and a Fellow of the Society of Actuaries.
Abhishek is an experienced insurance professional with over 18 years of global experience. He leads KPMG Hong Kong actuarial and insurance risk consulting practice. He is an experienced actuary and has worked with global insurers on a range of topics including financial reporting, risk and capital management, business strategy and in-force management.
Andrew is a Senior Director of the Insurance Solutions business in the Moody’s Hong Kong office. He has worked for over 20 years assisting customers in the application of enterprise software solutions. Andrew focuses on a variety of client-focused work including the development of our IFRS 17 proposition, and direct oversight of implementation projects. In this role he collaborates with advisory services, research, product, sales, and implementation services teams to deliver tailored solutions for insurers.
Andrew has over 10 years’ experience in risk management for pensions, banks, asset managers, and insurers. Before joining Moody’s Analytics, he worked at Markit/QuIC, Algorithmics, Mercer, and RBC. Andrew is a CFA Charterholder, and holds a variety of designations including the FRM, PRM, and CAIA.
