Rachael Royal McDonald is an Associate Managing Director leading the Housing Finance, State Revolving Funds and Municipal Supported Products Teams. Prior to this role, Rachael spent 16 years as a lead analyst covering the State Housing Finance Agency, State Revolving Fund and Military Housing sectors. Prior to joining Moody’s, Rachael worked for Deloitte Consulting and The Advisory Board Company. Rachael holds an MBA and a Masters in Social Work from Columbia University and a BA from Brown University.
Kevin is a senior director and Head of CRE Economic Analysis at Moody’s Analytics, responsible for research, thought leadership and strategic initiatives for the MA CRE group, with a focus on capital markets and climate risks. He’s the industry member chair of the Commercial Real Estate Finance Council ESG and Sustainability Initiative. He was formerly director of CRE and CMBS research in the Moody’s Investors Service. Prior to joining Moody’s Analytics, Kevin held CRE research roles at ING Clarion and Jones Lang LaSalle. He also practiced as a structural engineer, designing large scale commercial buildings in California. Kevin holds an MS from the Massachusetts Institute of Technology and a BS from the University of Texas at Austin.
Nick Samuels is a Senior Vice President for the States and High Profile Ratings Team covering credits for the state of Texas, New York City, and the District of Columbia.
Prior to joining Moody’s, Nick worked for the National Association of State Budget Officers analyzing state fiscal and expenditure trends. Nick holds a BA degree in government from Skidmore College and a Master’s in Public Administration from the George Washington University.
Nick Lehman is a VP-Senior Analyst for the Eastern Local Governments Ratings Team covering credits in New England and New York. He joined Moody’s in 2011 and has experience in a diverse portfolio of local government and enterprise credits. Prior to joining Moody’s, Nick worked for the Kansas Development Finance Authority acting as the primary issuer for various State of Kansas credits, including state general fund, higher education, and pooled loan programs. Nick holds a BA in Economics from the University of Kansas and a MBA from Baker University.
Omar Ouzidane is a VP–Senior Analyst in Moody’s Public Finance Housing & State Revolving Funds Team. He serves as a rating committee member and chair. He is also a lead analyst for a wide range of credits that span across all sectors covered by the team. These include state and local housing finance agency bond programs, state revolving funds programs, and project finance credits. Prior to moving into his current role, Omar was a member of the U.S. Public Infrastructure Team where he was responsible for the assessment and rating of a portfolio of U.S. toll road, airport, mass transit, state revolving funds and solid waste sectors. Omar holds a B.A. from Baruch College and a M.S. from Pace University.
