Olivier Panis is an Associate Managing Director in the EMEA Financial Institutions Group based in Paris, covering a portfolio of European Global Investment Banks (GIBs) and other banks in France and Benelux. 

Olivier joined Moody’s in Dubai in 2013 where he assumed responsibility for a portfolio of financial institutions in the Gulf Cooperation Countries (GCC) and North Africa. Prior to joining Moody’s in 2013, he was heading the Portfolio Management team for Corporate Banking Emerging Markets at Barclays. He started his career as a financial analyst at the French Ministry of Finance in Paris. Olivier Panis holds a MSc in Economics from the Université PARIS I (Sorbonne).

Laurent Le Mouel Vice President - Senior Credit Officer, Ratings Process and Oversight Moody's Ratings

Laurent is Group Credit Officer, responsible for the proper implementation of policies, procedures and methodologies, for financial institutions across EMEA. Prior to his role, Laurent had been lead analyst for financial institutions in France and the Benelux region since February 2015.

Prior to joining Moody’s Laurent has worked as Head of Regulatory and Prudential Affairs with Crédit Agricole S.A., since 2012. He was responsible for the monitoring of prudential and regulatory developments and assessing their impact on this large French banking group. Before 2012, Laurent held several banking supervisory positions at Banque de France. His career at the central bank spanned many years in the banking supervisory authority (Autorité de Contrôle Prudentiel et deRegulation), and he was also seconded to international organisations. In this capacity, Laurent worked at the Secretariat of the Basel Committee in Switzerland between 2003 and 2006 where he provided analytical support in the context of the development of the Basel II framework. Between 2009 and 2012, Laurent was also seconded to the Competition Directorate General of the European Commission (DG-Competition) as a member of the Task Force for Financial Crisis Resolution which monitored member states’ state aid for ailing banking institutions. 

Laurent holds a postgraduate degree with distinction in International Finance and Economics from Université Paris IX Dauphine and a degree from the Institutd’Etudes Politiques de Paris.

Dominique Laboureix Chair Single Resolution Board

Dominique is Chair of the Single Resolution Board, the central resolution authority in the Banking Union, which is responsible for preparing for and managing bank crises. Working with the National Resolution Authorities in the Single Resolution Mechanism, its mission is to ensure an orderly resolution of failing banks with minimum impact on the real economy, the financial system, and the public finances of the participating member states and beyond.

Taking up his current mandate in 2023, Dominique is in charge of the management and the work of the board in its executive and plenary sessions.  He is member of the FSB Resolution Steering Group (ReSG) and represents the SRB towards international stakeholders. He is accountable to the European Parliament and other bodies, including the Eurogroup.

Dominique was previously Secretary-General of the French Prudential Supervisory Authority (ACPR), in charge of supervisory and resolution matters for banks and insurance undertakings. In that capacity, he was member of the Basel Committee for Banking Supervision (BCBS) and alternate member of the Supervisory Board of the Single Supervisory Mechanism. As co-chair of the BCBS Task Force on Evaluation, he published the report Evaluation of the impact and efficacy of the Basel III reforms in December 2022.

Between 2015 and 2019 he was one of the founding members of the Single Resolution Board. Notably, he was responsible for resolution planning and preparation of decisions for banking groups in six European countries. He chaired the EBA Resolution Committee throughout this period.

Prior to that he held a number of positions in ACPR and the Banque de France, including as Chief Finance Officer and Deputy Director General responsible for setting up the French resolution directorate.

Dominique is a graduate of the Institut d’Études Politiques de Paris and has a masters degree in business law from Paris II University.

Yasuko has lead responsibility over a portfolio of French, Dutch and Belgian Banks. Prior to joining Moody’s in 2011, Yasuko spent ten years at Societe Generale Asset Management (SGAM), the last seven of which as a buy side credit analyst covering financial institutions. Prior to this, she worked for seven years as a financial auditor with Ernst & Young in Paris. 

Yasuko is graduate of Ecole Superieure des Sciences Economiques et Commerciales (ESSEC) in France. Yasuko is also a CFA charterholder.

Guillaume Lucien-Baugas Vice President - Senior Analyst, Financial Institutions Moody's Ratings

Guillaume Lucien-Baugas joined Moody’s in September 2007 and is based in Paris in the Financial Institutions Group where he has responsibilities for rating a number of banks in France and the Benelux. Prior to joining the Financial Institutions Group, he was part of the Structured Finance Group at Moody’s, rating CDO and CLO transactions. 

He started his career in asset management at Eiger Capital Limited in London, where he was a senior credit analyst in the fixed income markets.

A graduate of the ENST School of Telecommunications in Paris, Yves Tyrode began his career in 1991 at France Telecom, now Orange, where he held various positions of responsibility: Technical Manager of the Tatoo Paging business (1991-1996), Marketing Manager for Enterprise Mobility Solutions (1996-1999), General Manager of the Mobile Internet for Business unit (1999-2002), Director of the Wi-Fi program/Marketing Manager of the Mobile Data Services unit (2002-2003), Director of the Data Business Unit and SME offerings (2003-2005) and Executive Vice President of the company’s Technocentre (2006-2011). Vincent Gusdorf is a Associate Managing Director in the DeFi and Digital Assets team (DFDA), leading Moody’s blockchain technology research. Before joining the DFDA team, Vincent worked for the Innovation and Data Science team, managing several machine learning projects and defining the innovation roadmap.

Leroy Terrelonge is a Vice President – Senior Analyst in the Moody's Ratings Cyber Risk Group, where he is responsible for creating and executing a cyber-risk analytics and research agenda. He works collaboratively with stakeholders across Moody’s to build cyber datasets and publish timely and relevant research on cyber risk and its impact on financial performance.

Leroy has more than 20 years of risk experience working in government, international education, tech startups and corporates. Prior to joining Moody’s, Leroy led a team of analysts at Flashpoint, a threat intelligence company that researches cyber criminal communities, and previously worked as an analyst at the National Security Agency. 

He has been cited in both domestic and international media on cyber risk issues and has presented at cybersecurity conferences around the world. Leroy graduated from the Fletcher School of Law and Diplomacy with a Masters in International Business and holds an A.B. in Near Eastern Languages and Civilizations cum laude from Harvard University. He also served as a Princeton-in-Asia fellow in Almaty, Kazakhstan.
