Born in 1977 in Tashkent. In 1999 graduated from the Tashkent University of Economics, in 2002 graduated from the Banking and Finance Academy of Uzbekistan.
Based on the Decision of the Board of Directors of the Uzbekinvest Export-Import Insurance Company from June 20, 2019, he was appointed as First Deputy General Director for Pre-export and Export Insurance of Uzbekinvest EIIC.
Khalilov Oybek Nosirovich - General Director of MOSAIC Insurance Group, experienced professional with 30 years of experience in managing international insurance companies. He is a founding member of Insurance Association of Uzbekistan, as part of his work as Chairman the Association of Professional Participants of the Insurance Market of Uzbekistan he participated in the development of the Law on Insurance Activities.
During 1995 to 2015, Oybek Khalilov successfully managed AIG companies in Central Asia, the former General Director of the Uzbekinvest Export-Import Insurance Company. He played an important role in establishing of political risk insurance company in London, within the framework he was responsible for promotion of investments to the Republic of Uzbekistan.
Provided leadership to American Chambers of Commerce teams in Uzbekistan, Kazakhstan and Mongolia, took board and committee management to the next level, developed and advocated for support of AmCham members' needs and interests, engaged in dialogue with the governments of Uzbekistan, Kazakhstan and Mongolia on a wide range of issues affecting their respective business communities to improve the investment climate and create opportunities for private sector development.
AmCham in Uzbekistan: joined in 1997 and held positions of Board Secretary, Chairman of Banking and Finance Committee, in 2000 elected as Vice-President and in 2022 elected as President.
AmCham in Kazakhstan: in March 2012 was elected as a member of the Board of Directors.
AmCham in Mongolia: joined in September 2015 as Deputy Chairman, later elected as Chairman of the Board of Directors.
Lev is an Assistant Vice President – Analyst at Moody’s Dubai office (UAE), covering financial institutions including Insurance companies and banks in Saudi Arabia, Uzbekistan, Azerbaijan, Armenia and Ukraine.
Prior to joining Dubai office in 2022, he worked for Moody’s Financial Institutions Group in Moscow, Russia and for Moody’s Credit Policy research group in New York. Lev holds an MBA in finance from Zicklyn School of Business (New York), and BBA degree in finance from Baruch College CUNY (New York).
Benjamin is a Senior Vice President in the European Insurance team, based in Paris. He has primary analytical responsibility for a number of insurance groups in Europe, covering or having covered insurers and reinsurers in France, the UK, Germany, Italy, Spain, Switzerland, the Benelux or in the CIS countries. He is also responsible for the analytical team covering insurers operating in the Middle East region. Prior to joining Moody’s in 2006, Benjamin worked for l’Autorité de Contrôle des Assurances et des Mutuelles (the French insurance supervisory authority) and l’Autorité des Marchés Financiers (the French financial markets supervisory authority). Member of French Actuarial Association. Degrees in Finance and Actuarial Science (ENSAE) and Finance and Economics (Ecole Polytechnique). Fluent in French.
