Jeffrey Lee is the Vice President and Regional Manager for APAC Sustainable Finance Assessments with Moody's Ratings. He is based in Singapore. In this role, Jeffrey oversees analytical teams in Hong Kong SAR (HK), Singapore and Tokyo, who are in charge of producing assessments on the credentials of sustainable debt instruments and financing frameworks (Second Party Opinions) and the strength of entities' carbon transition plans (Net Zero Assessments). Jeffrey also supervises publication of thought leadership research related to sustainable finance market, such as sustainable finance outlooks and thematic reports on transition finance.
Jeffrey regularly participates as a speaker at high profile external conferences, roundtables, and media engagements. He represents Moody's on various industry working groups and associations, including the International Capital Market Association's Green and Social Bond Principles advisory council and the Singapore Sustainable Finance Association.
Before his current capacity, Jeffrey was a senior credit rating analyst for the Financial Institutions Group (FIG) at Moody's Singapore, where he was a lead analyst for assigning credit rating for banks and non-bank financial institutions in the ASEAN and India. Prior to that, he was a regional manager and led a team of associates providing credit rating support for the FIG in APAC. He joined Moody's HK in 2013 as an associate covering Korean financial institutions.
Before joining Moody's Jeffrey worked at Morgan Stanley's Institutional Equity Division in South Korea, covering a portfolio of Korean clients. Jeffrey holds a BSc in Economics from Korea University.
Vincent Allilaire is a VP-Senior Credit Officer in the ESG (Environment, Social and Governance) team within Moody’s Ratings, focusing on the credit implications of the transition to low-carbon operations across sectors, and more broadly on integrating ESG risks within our credit analysis. This role draws on Vincent’s dual experience as an ESG and Credit analyst, having previously led the Moody’s Analytics team focused on Sustainability Ratings, as well as having assessed and invested into carbon transition assets.
Vincent joined in 2017 from Legal & General Investment Management (LGIM), where he was leading the credit team focusing on illiquid, unrated debt investments, including assigning internal ratings across a wide range of structures and sectors. Prior to joining LGIM, Vincent worked for MetLife in an investment role focusing on infrastructure debt in Europe. Prior to that, he spent 10 years at Standard & Poor’s as an analyst covering corporates , then project finance credits. His first credit role was at Deutsche Bank.
Vincent is a dual French-British national, and holds a Master’s degree in Finance from the University of Southampton, having previously graduated in Economics and Political Sciences from the French Institute of Political Sciences in Bordeaux, where he originates from.
Frank Medrisch, CFA, currently serves as a VP - Senior Analyst within Moody’s Ratings Sustainable Finance Group, based in London. His expertise lies in analyzing the credit implications of the energy transition across various sectors, with a particular focus on corporate net zero strategies, climate governance, carbon transition public policies, and emerging low carbon technologies. Frank's contributions have been instrumental in the creation of Moody’s Carbon Transition Indicators (CTI).Furthermore, he co-authored Moody’s framework for Net Zero Assessments(NZAs) in 2023, marking a significant milestone in his career. From 2024 onwards, Frank has been a lead analyst assessing corporate transition plans under the NZA framework. His role also extends to participating, presenting, and moderating at Moody’s events and webinars. He is also frequently involved in external outreach meetings and working groups.
Prior to his tenure at Moody’s, which began in 2015, Frank gained valuable experience in corporate finance credit ratings and equity/fixed income research in Latin America. Frank is a CFA charter holder and has also earned the CFA Certificate in Climate and Investing, demonstrating his commitment to understanding the intersection of finance and climate change. His academic background includes a Master’s degree in Finance and a BA in Economics from UTDT, Buenos Aires, Argentina.
