Dietmar Hornung, Associate Managing Director, leads the Sovereign Risk Group’s European team, covering the European countries and the European supranationals. Prior to his appointment as team leader, Dietmar was Moody’s lead analyst on a number of European sovereign credits, including Germany, France, Italy, Ireland, Russia, EU, EFSF and ESM.

Before joining Moody’s in 2007, Dietmar was Head of Emerging Market Research for DekaBank in Frankfurt.

Dietmar holds a Doctorate summa cum laude in Economics from Otto-von-Guericke University in Magdeburg. He received a Masters degree from Christian-Albrechts University in Kiel after studies in Kiel, at the University of Miami, and at the Eberhard-Karls University in Tübingen.

Dietmar is a Certified EFFAS Financial Analyst (CEFA).

Céline Chérubin is a senior credit officer in the EMEA Infrastructure Finance Group, based in Paris. She has responsibility for a portfolio of unregulated utilities in France, Belgium, Italy and the Czech Republic as well as water and waste management companies in France.

Céline has considerable experience of assessing utilities and infrastructure in Europe, with an in-depth knowledge of business models, strategies and stakeholders. She has a particular focus on the French market but also benefits from experience of a broad range of other jurisdictions.

Our team of 148 analytical staff covers more than 2,700 public and private sector infrastructure issuers globally. Moody’s EMEA team of 48 infrastructure specialists is responsible for rating around 330 issuers with approximately US$756 billion in debt outstanding. Moody’s Investors Service covers a total of more than 35,000 issuers and structured finance transactions worldwide, representing more than US$73 trillion in rated debt.

Before joining Moody’s in April 2019, Céline worked for Infravia, a French infrastructure investment company, where she was responsible for investor relations and the fundraising of the fourth infrastructure fund. Prior to this, she had an extended career as a sell side equity analyst covering European utilities for more than 12 years. She has also taught classes in accounting, P&L diagnostics and cashflow analysis for the Société Française des Analystes Financiers.

Céline holds a degree in business administration (DESCAFF) from the Bordeaux Business School. She is fluent in English and French.

Dirk is an Vice President-Senior Analyst in the Corporate Finance Group at Moody’s Investors Service, covering a portfolio  of technology companies including software and semiconductor industries. Dirk joined Moody’s in 2019 from SEB AB in Frankfurt, where he was a Senior Credit Analyst covering customers in various industries including LBOs, project finance and corporate finance. Prior to that Dirk was heading the Financial Institutions Account Management department and has further experience in Trading Capital Markets as Execution Desk for institutional clients as well client relationship management. Dirk graduated from Europäische Fernhochschule Hamburg with a Bachelor’s Degree and holds an MBA from Warwick Business School.

Irina is an Analyst in the EMEA Insurance Team, with lead responsibilities for a portfolio of insurance companies in several European countries. Irina joined Moody’s London office in 2018 and transitioned to Frankfurt in 2020.

Prior to her current role, Irina worked as an Associate Analyst providing analytical support for a range of insurance companies across the EMEA region. Irina also supported ratings for UK asset managers.

Irina graduated from the Vienna University of Economics with M.Sc. in Finance and Accounting and holds a B.Sc. in Business Administration from the same university.

Carlos Winzer is a Senior Vice President at Moody’s Ratings where he heads up the European telecommunications team in the Corporate Finance Group. Mr. Winzer joined Moody´s New York in 1992. After spending two years at Moody’s office in NY and eight years in London, he relocated to the Madrid office in 2002. He joined Moody’s from Citibank NA, where he was Corporate Bank Risk Manager and Relationship Officer in Corporate Finance. Mr. Winzer holds a graduate degree in economics and business administration from CUNEF (Colegio Universitario de Estudios Financieros in Madrid). In addition, he holds a postgraduate degree in business administration from Guildhall University in London. Mr. Winzer is a professor at ICADE business school and IEB MBA program in Madrid.
