Rahul Ghosh is Managing Director – Global Head of Sustainable Finance for Moody's Ratings.
Rahul leads global oversight for the credit rating agency’s environmental, social and governance (ESG) research and outreach strategy. In this capacity, he is responsible for co-ordinating high quality and impactful research exploring the credit implications of ESG, as well as digital and in-person outreach to meet the growing market needs of investors, issuers and other important stakeholders.
Rahul is a regular participant at high-profile industry working groups, market briefings, external conferences and media engagements. He is a member of the Taskforce on Nature-related Financial Disclosures, a market-led initiative to develop a risk management and disclosure framework for nature-related risks. He has also represented Moody’s on the UN Principles for Responsible Investment's advisory committee on credit ratings and the Green and Social Bond Principles working groups. He has presented on the impact of climate change on emerging market sovereigns at the G20 Green Finance Study Group and on sustainable finance trends at the International Finance Corporation’s Global Debt Mobilization Conference.
Before his current role, Rahul oversaw Moody’s ESG Solutions Group outreach and engagement activities globally with the sustainability stakeholder community. He also previously worked in Moody’s Credit Strategy & Research team where he was responsible for thematic research and outreach on global emerging market (EM) credit trends. Prior to joining Moody’s in 2013, Rahul was the Head of Asia at BMI Research (Fitch Solutions) in Singapore, leading a team of macroeconomists and industry specialists in analysing sovereign risk, sector performance and the capital markets.
Rahul is a passionate impact leader for Moody’s corporate social responsibility (CSR) initiatives in London, chairing the pillar on “activating an environmentally sustainable future”. He holds a Masters degree in Economics from the University of Edinburgh and a Certificate in ESG Investing from the CFA Society of the UK.
Mr. Ha has over 30 years of experience at the State Bank of Vietnam (SBV), demonstrating deep expertise in monetary policy, financial stability, and international projects management.
Since January 2025, he has served as the Deputy Director General of the Department of Forecasting, Statistics, and Monetary and Financial Stability. Prior to this, he held the position of Deputy Director General of the Department of Monetary and Financial Stability for more than two years, beginning in late 2022.
Before 2022, Mr. Ha dedicated over a decade as Director General of the ODA International Projects Management Board at SBV where he worked for 27 years and played an important role on coordination and implementation of credit projects funded international donors for supporting SMEs and rural development, housing finance.
In his current role, Mr. Ha is responsible for overseeing key strategic initiatives, including:
- Monitoring, supervising, and managing financial infrastructure and non-financial sector operations.
- Analyzing and evaluating the interconnections between the financial sector, non-financial sector, and the broader economy.
- Assessing compliance with international financial infrastructure standards and best practices.
Mr. Ha holds a Master’s degree in Development Management from the Asian Institute of Management (AIM), Philippines, under the World Bank Scholarship Program.
Mr. Hung is the Principal Country Economist based in the ADB Viet Nam Resident Mission in Ha Noi since July 2023. He oversees macroeconomic monitoring with quarterly release of forecast for Viet Nam economy. He delivers knowledge program of policy advisories to support appropriate stakeholders in the country in public sector management, financial sector development, and trade and supply chains topics. He also supports the Country Programming Team to formulate the assistance pipeline of ADB in the country in collaboration with relevant ministries and agencies.
Prior to joining the Viet Nam Resident Mission, he was a Senior Regional Cooperation and Integration Specialist in the Sustainable Development and Climate Change Department, Trade Specialist in the Public Management, Financial Sector and Trade Division, and Regional Cooperation Specialist in the Regional Cooperation and Operations Coordination Division in the Southeast Asia Department. He joined ADB in May 2008. Prior to joining ADB, he worked at the Economics Department of the Ministry of Foreign Affairs, Viet Nam on cooperation initiatives in the Mekong subregion involving Viet Nam, as well as economic diplomacy efforts.
Mr. Hung holds a BA International Relations degree from the Institute for International Relations, Viet Nam, and an MA International Studies and Diplomacy degree from the School of Oriental and African Studies, University of London, United Kingdom.
Mr. Hong Sun is the President & CEO of HS (HERMES & SUN) GROUP, founding multiple subsidiaries across real estate development, food & beverage, investment, technology, and education. He holds significant leadership positions, including Honorary Chairman and former Chairman of KOCHAM (Korea Chamber of Business in Vietnam), Arbitrator at the Vietnam International Arbitration Centre, and Chairman of the Korean Sports Association in Vietnam. Educated in Commercial & Investment Law at HoChiMinh National University of Law and a graduate of the Judicial Academy of Vietnam's Lawyer Course, he possesses extensive experience in Vietnamese business and legal sectors for more than 30 years.
Duy is a senior analyst at VIS Rating, specializing in corporate ratings and macro analysis. He leads the macro team, providing economic overviews to support credit rating teams. Duy also covers corporate ratings and is a member of the Credit Rating Council at VIS Rating.
Before joining VIS Rating in 2023, Duy spent 4 years at a local investment company, overseeing due diligence and M&A analysis. He also spent 12 years at Bao Viet Fund, working in roles such as equity investment analysis, portfolio asset allocation, and macroeconomic research.
Duy holds bachelor's and master's degrees in Banking and Finance from the National Economics University in Hanoi and has been a CFA Charterholder since 2015.
Marcus Yiu is an Analyst with Moody’s Sovereign Risk Group. Based in Singapore, he supports lead analysts in covering a portfolio of sovereign credits in the Asia Pacific and Central Asia regions.
Marcus joined Moody’s in January 2020, after working at J.P. Morgan Asset Management as a Market Analyst based in Hong Kong. There, he performed macroeconomic and market research with a focus on Asia and took part in generating asset allocation ideas for clients.
Marcus graduated with a Bachelor of Science in Economics from the University of Warwick.
Maria Cecilia F. Paña is the Deputy Country Representative for the Global Green Growth Institute (GGGI) in Viet Nam.
With 18 years of experience in international development across Asia, Cecilia has held various roles at the Asian Development Bank and GGGI. She currently oversees initiatives such as the Government of Luxembourg-funded Viet Nam Green Bond Readiness Program. This program is designed to foster a robust green bond market in Viet Nam through pilot issuances, policy advisory support, and capacity building.
Cecilia holds a Master of Science in Environmental Science and Ecosystem Management from De La Salle University Manila and a Bachelor of Arts in Psychology from the University of the Philippines Diliman.
A Principal Investment Specialist and a Unit Head in the Guarantee Operations Department of the Credit Guarantee & Investment Facility (CGIF), a trust fund of the Asian Development Bank. He is currently responsible for Communications and Credit Management. Prior to joining CGIF in 2014, Jerome was the Vice President & Department Head of Non-Japanese Corporate Banking of the MUFG Bank, Philippine branch.
Jerome graduated from the University of Santo Tomas with a degree in BS Accountancy and holds an MBA degree from the Asian Institute of Management (Washington Sycip Scholar). Jerome is a CPA and a CFA Charterholder.

Mr. Pham Hong Hai stands as a distinguished and influential figure within Vietnam's finance and banking sector, boasting nearly three decades of invaluable experience. Following his graduation from the Faculty of Business Administration at the University of Economics Ho Chi Minh City, he ventured into the banking domain. After 19 years in various pivotal roles, he achieved the milestone of becoming the first Vietnamese individual to ascend to the apex leadership position in HSBC's global banking system.
In early May 2024, he joined OCB and took on the position of Chief Executive Officer.
Jien is an Assistant Vice President – Analyst with Moody’s Financial Institutions Group. Based in Singapore, he is responsible for the credit ratings of financial institutions in Thailand and Vietnam.
He was previously a manager leading a team of associate analysts in Moody’s Ratings and Research Support division, supporting the development and maintenance of Moody’s ratings, research and related activities.
Before joining Moody’s, Jien was a manager with Ernst & Young Singapore, covering clients in the banking, asset management and commodity trading industries.
Jien holds a Bachelor of Commerce from the University of Adelaide. He is also certified practising accountant (CPA).
Do Khanh Vy is an Analyst with Moody’s Financial Institutions Group.
Based in Singapore, Vy covers a portfolio of banks and non-bank financial institutions in Vietnam and Bangladesh. Prior to joining Moody’s, Vy was a Senior Associate with PricewaterhouseCoopers Singapore in the Financial Services Tax team, covering clients in the banking, insurance and asset wealth management industries.
Vy holds a Bachelor of Business Administration (Honors), Accountancy from the National University of Singapore.
Mr. Hieu is a Director - Senior Analyst at VIS Rating covering corporations across various industry sectors in Vietnam, and a member of the Credit Rating Council of VIS Rating. Hieu is a well-regarded corporate researcher in Vietnam, with over 12 years of experience in sector and company research.
Prior to joining VIS Rating, Mr. Hieu was a Head of Equity Research at KB Securities Vietnam (KBSV). He led a team of analysts to handle in-depth industry research and equity analysis of nearly 100 listed companies across all sectors in Vietnam. Prior to KBSV, Mr. Hieu was senior analyst at MB Securities and Bao Viet Securities, audit associate at PwC Vietnam. He was a three-time panelist at Vietnam Investment Professional Forum.
Mr. Hieu graduated from National Economics University with a major in banking and finance. He is a CFA Charterholder since 2016
