Ludwik Kotecki is a member of the Monetary Policy Council in the term 2022-2028. He was an economic advisor to the Speaker of the Senate of the Republic of Poland in 2019-2021. In the period 2017-2021 he was an economic and financial consultant and advisor to some international organizations. In recent years a green finance propagator and advisor, Director of Responsible Finance Institute (2019-2022), an expert for the Center for Strategic Mindset and the European Financial Congress. Member of Team Europe in Poland. Chief Economist of Caritas Poland. In 2015-2016 he served as Alternate Executive Director in the IMF in Washington DC. Before that he spent almost twenty years in Polish Ministry of Finance, most recently as Chief Economist (2012-2015) and Deputy Minister (2008-2012). In 2012 – 2015 Member of Polish Financial Supervision Authority and Chairman of the Council of the Deposit Guarantee Fund. In the years 2009-2012, the Government Plenipotentiary for the Euro Introduction in Poland.

Jakub Niesłuchowski is Managing Director of the Finance Division at PKO Bank Polski, where he is responsible for strategic asset and liability management, long-term funding, including MREL and green financing, and financial controlling and planning.

Previously, he served as Deputy CEO and Chief Financial Officer at PKO Bank Hipoteczny, overseeing treasury, covered bond issuance, and finance.

Earlier in his career, he spent over a decade at PwC, leading projects in financial risk management, bank set-up and licensing, and performance measurement.

Jakub is a graduate of the Warsaw School of Economics, a certified Financial Risk Manager (FRM) and Chartered Financial Analyst (CFA), and an alumnus of the Advanced Management Program (AMP) at IESE Business School, University of Navarra.

Olivier Chemla is a Vice President – Senior Credit Officer in Moody’s Credit Strategy and Standards Group. Based in Frankfurt, he works with the EMEA Chief Credit Officer on ensuring rating consistency across different asset classes. He was a lead analyst for a portfolio of European sovereigns and multilateral institutions between 2018 and 2025. Prior to joining Moody’s in 2018, Olivier served as Chief economist in the French business association for large companies (Afep) for six years. Olivier started his career in the French public administration, holding various positions in the ministries for Labour, Health and Economics. He was appointed Special Adviser to the Minister for the Budget, Public accounts and the State reform in the summer of 2011.

Lena Gillich is an Analyst of the Sustainable Finance team. She has produced over 50 Second Party Opinions (SPOs) since 2021. Her areas of expertise include renewable energy, green buildings, waste management/circular economy, and biodiversity. Lena is actively engaged in developing Moody’s Ratings approach for assessments based on EU Taxonomy and European Green Bond Standard (EuGBS) requirements. 

She has extensive experience conducting EU Taxonomy assessments for corporates, financial institutions, and sovereigns. Lena is a regular participant and speaker in round table and panel discussions, including events like the European Sub-Sovereign and German Laender Forum organized by the Official Monetary and Financial Institutions Forum (OMFIF).

Prior to joining Moody’s Ratings, Lena spent four years as a sustainability and management consultant in Germany, Austria, and Switzerland (DACH region). During this period, she specialized in developing comprehensive ESG strategies for corporates and implementing them under sector-specific conditions.

Lena holds an M.Sc. in Economics – Finance and Banking from the University of Muenster in Germany, and a B.A. in International Business from the Rhine-Waal University of Applied Sciences of Kleve in Germany. In March 2023, she was successfully certified as an expert in Climate & Renewable Energy Finance at the Frankfurt School – FS-UNEP Collaborating Center.

Pepa Mori is a Senior Vice President in the Financial Institutions Group. She joined Moody’s in 2008. Since then she has managed a wide portfolio of European issuers, currently having oversight responsibilities for Moody’s banks ratings in Italy and Central Eastern Europe. She is also the lead analyst for Banco Santander.

Prior to joining Moody’s, Ms. Mori worked as a credit analyst in a variety of roles. These include credit research at BBVA, rating European sub-sovereigns and public sector companies at Standard & Poor’s; and financial analysis at BBVA’s asset management division. Ms. Mori holds a Bachelor Degree in Business Administration and MSc in Finance from Colegio Universitario de Estudios Financieros (CUNEF), Madrid (Spain).

Melina Skouridou is a Vice President- Senior Analyst and lead analyst for EMEA financial institutions, with a focus in Central and South Eastern Europe. In this role, she currently provides ratings analysis for a portfolio of banks in Poland, Hungary, and Slovenia. Prior to that she covered Norwegian and Cypriot banks, as well as financial institutions in Egypt, Israel, Romania and Bulgaria. This included large private, public, and state affiliated banks; small and mid-sized commercial lenders, and government-related institutions.

Melina joined Moody’s Limassol office in 2006, and started her Moody’s tenure covering financial institutions operating in the Gulf Cooperation Council. Prior to joining Moody’s, she worked as analyst for a local investment management firm conducting analysis for various securities and participating in the investment decision process.

Melina has an MSc Financial Mathematics from King’s College, University of London and a BSc Mathematics from the same school. She earned her CFA designation in 2009.

Charleyne Biondi is a VP - Senior Analyst in the Digital Finance and Digital Assets team, leading the policy and regulatory research surrounding emerging technologies.

Before joining Moody’s Digital Economy team, Charleyne worked as a political science researcher at Columbia University in the City of New York and at the Center for Political Research at Sciences Po (CEVIPOF), focusing on the philosophy of technology and the societal implications of digital transformation.

Charleyne holds a dual Ph.D. in political theory from Columbia University and Sciences Po. She is a published author and pursues her research interests as a senior fellow and technology expert at the Montaigne Institute in Paris. Prior to her Ph.D., she worked as an analyst at J.P. Morgan Chase and graduated from a Master of Finance at Sciences Po Paris and Fundaçao Getulio Vargas in Sao Paulo, Brazil.  

Sebastien is part of the EMEA Corporate Finance Group based in Poland. His current portfolio focuses on oil and chemical companies. Until 2022, Sebastien was based in London covering European telecommunications and media issuers and prior to that was responsible for a portfolio of mainly European high yield issuers operating in industries including payment solutions, business and consumer services, equipment and transportation rental services, and retail. 

Prior to re-joining Moody’s in 2011, Sebastien was an analyst within the credit team at LGT Capital Partners (fund of hedge funds based in Switzerland), where he monitored a portfolio of investments in distressed credit/special situations hedge funds.

Piotr Janczak serves as the Moody’s Ratings' Country Manager, Poland. Based in Warsaw, he leads the rating agency’s operations in Poland and and coordinates the commercial activities of Moody’s across Central and Eastern Europe (CEE), Commonwealth of Independent States (CIS) and Türkiye.

Mr. Janczak graduated from the Foreign Trade Faculty of the Warsaw School of Economics. He has more than 25 years’ experience in equity as well as debt capital markets and loans across CEE. He joined Moody’s Investors Service in 2015 from Erste Group Bank AG, where he had been a director at the Merchant Banking division, based in Prague and covering CEE. Prior to that, Mr. Janczak served as a Director of Capital Markets at Deutsche Bank group in Warsaw.
