Tomás O’Loughlin is a Vice President and Senior Credit Officer in the Methodology Development Group (MDG), where he specializes in developing the analytical frameworks used by MIS in assigning ratings to corporate finance and project and infrastructure finance issuers and obligations.

MDG works with rating groups, Ratings and Process Oversight and the Rating Models Group to create methodologies that promote ratings accuracy and consistency, burnish Moody’s reputation for credit expertise and sector knowledge, and meet rigorous internal requirements as well as regulatory requirements.

Tomás has used Agile principles to lead a broad range of projects. Among these are the Minority Holding Companies cross-sector methodology, the Privately Managed Toll Roads methodology, the Privately Managed Ports methodology and the Regulated Electric and Gas Networks methodologies.

Before joining MDG, Tomás was a senior lead analyst in PPIF where he had analytical responsibility for a broad range of project-financed issuers in EMEA, including oil and gas projects, PPPs, toll roads, project holding companies and renewable energy projects. He was also the lead analyst for rolling-stock leasing companies. Tomás has extensive experience in the analysis of complex transactions involving essential energy infrastructure across a range of jurisdictions.

Prior to joining Moody’s in 2013, Tomás worked at National Australia Bank and Allied Irish Banks in London, where he originated and managed PPP and corporate infrastructure credits over a 10-year period, with significant experience in the airports, healthcare and street lighting sectors. Prior to that Tomás qualified as an accountant at PwC in Dublin, and he is a fellow of the Irish Institute of Chartered Accountants.

Tomás graduated in Business Studies from the University of Limerick.

John is a Senior Vice President in Moody’s Ratings Global Project and Infrastructure Finance Team where he coordinates Moody’s global data center related research, outreach, and analytical initiatives including Moody’s US project finance private credit market engagement. John speaks at multiple conferences on a variety of infrastructure topics every year, authors key research across on multiple infrastructure asset types, and annually leads several new rating assignments for complex project financings in digital, energy, transportation, and social infrastructure.  

Before joining the project finance team in 2010, John spent two and a half years as a lead analyst for local governments and enterprises in Moody’s Ratings Eastern Region Local Government Team rating municipal issuers in Pennsylvania, New York, New Jersey, Virginia, and Florida. John helped launch and was the first co-chair of Moody’s US Multicultural Business Resource Group and was also a founding member of Moody’s US PRIDE Business Resource Group. 

Prior to joining Moody’s, John worked as a risk management analyst, a property and casualty insurance account manager, and a health care hospital claims auditor. John earned his BA from Stanford University and his MPA from New York University’s Robert F. Wagner Graduate School of Public Service.

Erica Gauto Flesch is a senior analyst in the Moody’s EMEA Infrastructure Finance team, based in Madrid. She is responsible for a portfolio of European toll roads and airports, having previously covered a diverse range of transport infrastructure credits as well as regulated and unregulated utilities across different jurisdictions.Prior to joining the infrastructure team, Erica worked in Moody’s Credit Strategy & Standards group, monitoring the global projects, infrastructure and utility portfolio. This experience provided her with broad overview of Moody’s global infrastructure and utilities portfolio and the relative positioning of credits across sectors and geographies. Amongst other projects, Erica was a key contributor to Moody’s widely respected infrastructure default studies.Moody’s has a leading global Infrastructure Finance franchise, rating some US$2 trillion of corporate and project finance securities, representing more than 90% of all public bonds issued globally in the sector. Our team of 180 analytical staff covers more than 1,700 infrastructure issuers globally. Moody’s EMEA team of 46 specialists is responsible for rating around 430 issuers. The rating agency covers more than 39,000 issuers and transactions.Before joining Moody’s in 2011, Erica worked as a risk manager with ERSEL Asset Management in Italy and previously for the Ciudad de Buenos Aires Bank in Argentina. Erica is a CFA charterholder and holds a BSc in Economics from the University of Buenos Aires, a MSc in Quantitative Finance from the University of Turin, and a post-graduate degree in Financial Institutions from the Savings Bank Foundation of Spain (FUNCAS). She is fluent in English, Italian and Spanish

Carlos Winzer is a Senior Vice President at Moody’s Ratings where he heads up the European telecommunications team in the Corporate Finance Group. Mr. Winzer joined Moody´s New York in 1992. After spending two years at Moody’s office in NY and eight years in London, he relocated to the Madrid office in 2002. He joined Moody’s from Citibank NA, where he was Corporate Bank Risk Manager and Relationship Officer in Corporate Finance. Mr. Winzer holds a graduate degree in economics and business administration from CUNEF (Colegio Universitario de Estudios Financieros in Madrid). In addition, he holds a postgraduate degree in business administration from Guildhall University in London. Mr. Winzer is a professor at ICADE business school and IEB MBA program in Madrid. 

Sean Cray is a Vice President - Senior Analyst on the Technology, Media & Technology team within the US Corporate Finance Group. Sean covers a diverse portfolio of issuers across the software, digital infrastructure, and telecom sectors. He is also part of Moody’s North America data centers working group. Prior to joining the TMT team in 2024, Sean covered investment grade and speculative grade issuers throughout the business and consumer services, gaming, and consumer products industries. Prior to joining Moody’s in 2008, Sean worked as a financial analyst at AIG.

Sean holds a Bachelor of Science degree in Finance from Rutgers University.

Jessie Tung is a Vice President–Credit Strategy and Standards.

Based in London, Jessie leads methodology development projects.

Prior to rejoining Moody’s in June 2018, Jessie held roles as senior credit research analyst and manager with AIA Group, the Bank for International Settlements, and Australia and New Zealand Banking Group Limited in Hong Kong, where she focused on credit research and risk management in Asia Pacific.

Jessie holds an MBA from The Hong Kong University of Science and Technology and a Bachelor in Economics from The Chinese University of Hong Kong. She is also a Chartered Financial Analyst.
