Our discussion will delve into the complex challenges facing Sub-Saharan Africa (SSA), particularly the imminent hurdles that could impede progress. Exploring the delicate balance between navigating immediate debt sustainability and financing risks, and unlocking SSA’s long-term prospects, we aim to foster a nuanced understanding of the global financial landscape.
Highlighting key credit themes predicted to shape 2024, such as higher-for-longer interest rates, increased reform and regulation, adaptation to structural shifts, and polarization, we will focus on:
- Debt sustainability and liquidity risks in the region.
- The influence of Environmental, Social, and Governance (ESG) factors on SSA sovereign creditworthiness.
- The role of credit ratings in the market and how they complement investors' analysis.

Lucie is the lead analyst for several Sub-Saharan African sovereigns and supranational issuers and is a senior member of Moody’s Africa Sovereign Ratings team. Prior to January 2015, she covered a variety of advanced and emerging market European sovereign credits, having joined the Sovereign Risk Group in early 2011 from Moody’s Sub-Sovereign Group.
Prior to joining Moody’s in 2007, Lucie spent two years at the French Ministry of Finance in the Forecast division, responsible for projections and analyses of France’s government finances.
Lucie holds a postgraduate degree in Probability and Statistics from a French Engineering School (ENSAI) and a Master’s degree in Economics from the Panthéon-Sorbonne University in Paris.
David Rogovic is an Vice President - Senior Analyst in Moody’s Sovereign Risk Group based in New York. David has lead and back-up analyst responsibilities for a number of sovereign and supranational credits in Africa as well as Latin America and the Caribbean. David’s prior experience includes the best part of a decade analyzing sovereign credit risk in Western and Eastern Europe, Russia, Turkey and Asia with J.P. Morgan, Nomura Asset Management and Roubini Global Economics, as well as an earlier stint with S&P’s financial institutions division. David is a Fulbright scholar (Economics Institute, Zagreb) and was awarded a Master of Public Administration from the School of International and Public Affairs at Columbia University and Bachelor of Arts (Economics) from Pace University.
Currently serving his third mandate, Mr Harvesh Kumar Seegolam was appointed Governor of the Bank of Mauritius with effect from the 1st of March 2020.
Since his appointment as Governor of the Bank of Mauritius, Mr Seegolam has focused on strengthening and modernising the Mauritian banking landscape.
His assuming office at the time the COVID-19 pandemic hit Mauritius drove Governor Seegolam to take key decisions that have mitigated the impact of the pandemic on the banking industry, and avoided contagion to the real economy. The criticality of the timely and bold decisions taken by Governor Seegolam to contribute to salvaging the Mauritian economy was recognised by leading international financial publications. Governor Seegolam’s valuable contribution to the Mauritian banking sector was acknowledged at the highest level when he was elevated on the 12th of March 2024 to the rank of Grand Commander of the Order of the Star and Key of the Indian Ocean, which the highest civilian award granted in the Republic of Mauritius.
Prof. Robert Mudida is the Director, Research Department. He joined the Bank in July 2021. He holds a PhD and an MA in International Studies as well as a BA in Economics from the University of Nairobi. He also has an MSc in Financial Economics from the University of London, School of Oriental and African Studies. Prof. Mudida is a member of the Royal Economic Society and Society for Financial Econometrics.
A seasoned economist, Prof. Mudida has more than two decades of experience in macroeconomic and applied econometric research and capacity-building with a focus on time series analysis, panel data econometrics and experimental economics. He has garnered extensive experience as a distinguished visiting professor in several leading global universities. Prof. Mudida has also served as the lead consultant for several projects in various institutions such as the World Bank, the United Nations Economic Commission for Africa, Financial Sector Deepening and the Rwandan and Ugandan Governments amongst others. He has also been awarded the IMF academic fellowship for his research on economic issues.
