A roundtable is intended to provide senior credit professionals with a valuable forum to exchange views and market insights through interaction with Moody's senior analysts and market peers. Participation in the roundtable is by invite only and registration is required.
While some areas of focus are pre-determined, the discussion will be driven mostly by the attendees. It is our intention to foster a dynamic exchange of ideas amongst all participants and we welcome your ideas and suggestions for additional topics. A few topics we'll touch on:

Matthew Butler is a Vice President-Senior Credit Officer on the US State Ratings Team. He is lead analyst for several states, including California and Pennsylvania. He spent over seven years as a local government credit analyst and was previously lead analyst for the cities of Chicago and Detroit as well as others throughout the Midwest. Prior to joining Moody’s, Matthew was a budget analyst with the State of Michigan and an analyst with the Government Accountability Office in both Washington, DC and Chicago. Matthew holds an MPP degree from the University of Massachusetts and an undergraduate degree from Michigan State University.
Nick Samuels is a Senior Vice President for the States and High Profile Ratings Team covering credits for the state of Texas, New York City, and the District of Columbia.
Prior to joining Moody’s, Nick worked for the National Association of State Budget Officers analyzing state fiscal and expenditure trends. Nick holds a BA degree in government from Skidmore College and a Master’s in Public Administration from the George Washington University.
Blake Cullimore is an Assistant Vice President for the New York Local Governments Ratings Team covering credits primarily in Maine, Massachusetts, New Hampshire, New York, Rhode Island, and Vermont.
Prior to joining Moody’s, Blake was in private wealth management as a buy side analyst at Bel Air Investment Advisors, as Director of Municipal Research and GWK Investment Advisors as a Municipal Bond Analyst. Previously, he was a Director with Standard & Poor’s, Town Planner with Plymouth, NH, Town Administrator, with Middleton, NH, and worked in the New Hampshire Legislative Budget Assistants office. Blake holds an MPA from Maxwell School of Citizenship at Syracuse University and a BS in Landscape Architecture from Cal Poly, San Luis Obispo.
Tim Blake is a Managing Director in Moody’s Public Finance Group responsible for US state ratings as well as local government ratings in the Eastern region. He also oversees ratings for US transit systems and a specialist team on government pension analysis. Tim has thirty years of experience in the municipal market.
Prior to joining Moody’s, Tim was a credit risk manager and ratings advisor at Goldman Sachs, and a credit and liquidity facility specialist at NatWest Markets.
He is a graduate of the State University of New York at Albany.
Nick Lehman is a VP-Senior Analyst for the Eastern Local Governments Ratings Team covering credits in New England and New York. He joined Moody’s in 2011 and has experience in a diverse portfolio of local government and enterprise credits. Prior to joining Moody’s, Nick worked for the Kansas Development Finance Authority acting as the primary issuer for various State of Kansas credits, including state general fund, higher education, and pooled loan programs. Nick holds a BA in Economics from the University of Kansas and a MBA from Baker University.
