Burak Cerrahoglu is Vice President and responsible for new rating relationships in CIS region and Turkiye.
Prior to joining Moody’s in 2007, Burak was Operations/Risk Manager with European Housing Finance EHF, which is a mortgage finance company based in Istanbul and specializing in the secondary mortgage market in Turkey. Burak was previously with the Mortgage Acceptance Corp. in the U.S., while structuring MBS and mortgage whole loan sales.
Burak holds M.S. in Finance from Boston College and B.S. in Finance from the University of Massachusetts at Amherst.
Colin Ellis is Moody’s first Global Credit Strategist, and a Managing Director in the Credit Strategy team.
In his current role, Colin provides thought leadership for the rating agency that deepens the understanding of ratings and debt capital markets through rigorous and quantitative research. He leads Moody’s teams working on default and ratings analytics and on global financial analysis, including bank projections and stress testing. Colin is also a member of Moody’s Macroeconomic Board, which sets the global forecasts that underpin Moody’s universe of ratings.
Colin joined Moody’s in February 2012, initially leading the work of the Macroeconomic Board and authoring the quarterly Global Macro Outlook. He subsequently worked in the Financial Institutions Group, developing quantitative forward-looking analyses. For 8 years he was the Chief Credit Officer for EMEA, leading analysis and coordination of credit and ratings across all rating franchises in the region. He was also the ‘Head of UK’ for Moody's Ratings, responsible for the running of Moody’s UK operations, from 2019-2022 including the COVID-19 pandemic.
Prior to joining Moody’s, Colin held roles at the Bank of England, Daiwa Capital Markets, the BVCA and at Birmingham University. He has published papers on a range of topics including corporate investment and pricing, credit risk, private equity, data uncertainty, stress testing, financial contagion and monetary policy. Colin holds degrees from York University, the London School of Economics and Political Science, and Middlesex University. He is a Visiting Professor at Hult International Business School and LSBU, and is also a Fellow of the RSA.
Leroy Terrelonge is a Vice President – Senior Analyst in the Moody's Ratings Cyber Risk Group, where he is responsible for creating and executing a cyber-risk analytics and research agenda. He works collaboratively with stakeholders across Moody’s to build cyber datasets and publish timely and relevant research on cyber risk and its impact on financial performance.
Leroy has more than 20 years of risk experience working in government, international education, tech startups and corporates. Prior to joining Moody’s, Leroy led a team of analysts at Flashpoint, a threat intelligence company that researches cyber criminal communities, and previously worked as an analyst at the National Security Agency.
He has been cited in both domestic and international media on cyber risk issues and has presented at cybersecurity conferences around the world. Leroy graduated from the Fletcher School of Law and Diplomacy with a Masters in International Business and holds an A.B. in Near Eastern Languages and Civilizations cum laude from Harvard University. He also served as a Princeton-in-Asia fellow in Almaty, Kazakhstan.
Vladlen Kuznetsov is an Assistant Vice President – Analyst at Moody’s Ratings, based in Dubai. He covers a portfolio of banks and other financial institutions in the CIS countries in the Financial Institutions Group. Vladlen has an extensive background of almost 20 years in credit risk analysis of banks and other financial institutions, regional and local governments and entities related to local and central governments.
Vladlen joined Moody’s in 2006. Prior to joining Moody’s, he had worked for Fitch Ratings in Moscow covering banks and other financial institutions in Russia and other CIS countries. Before that, Vladlen worked for Ernst & Young and Arthur Andersen in Moscow with experience in banking audits since 1998.
Vladlen holds Master’s degree in engineering and economics from the Moscow Aviation Institute (National Research University) in Moscow. From 1999 to 2015, he held various positions from economist to deputy director of the department. In 2015, he served as Director of the Human Capital Department as at the National Analytical Center JSC.
From November 2015 to December 2019, he also held different positions at the National Bank of the Republic of Kazakhstan as Acting Director of the Institutional Work and Control Department, Acting Director of the Bank Supervision Department, and Director of the Banking Regulation Department.
Earlier on, he served as an inspector of the Social and Economic Monitoring Division at the Administration of the President of the Republic of Kazakhstan from February to November 2015.
Vice-Chairman Olzhas Kizatov was born on March 25, 1977, in Oskemen, East Kazakhstan Oblast. He graduated from the Kazakh Academy of Management with bachlor’s degree in economics. He also holds Master of Business Administration degree from the Kazakh Economic University named after T. Ryskulov.
Education: Anastasiya S. Ovsyannikova graduated with honors from the Almaty Institute of Technology and Business in 2001, specializing in Finance and Credit.
She furthered her academic pursuits by completing an MBA program at the Corporate University of Sberbank in collaboration with INSEAD in 2019.
Work Experience: Since the beginning of her career in 2000, Anastassiya S. Ovsyannikova has demonstrated herself as a determined specialist, showcasing high professionalism and leadership qualities across various sectors of Kazakhstan's financial industry.
From 2000 to 2011, she held key positions at JSC «Halyk Bank of Kazakhstan» and JSC "KazinvestBank", overseeing operational management, development of banking products, and financial control.

Mr Mazhibayev holds an executive MBA degree from Harvard Business School. He also holds a PhD in Medical Sciences. Mr Mazhibayev graduated from Almaty State Medical Institute in 1991. A native Kazakh speaker, Mr Mazhibayev is fluent in Russian and English.
Ekaterina Lipatova is an Assistant Vice President – Analyst at Moody’s, based in Dubai. She is responsible for ratings of corporate issuers in various sectors in CIS including oil&gas, infrastructure, consumer products, and others.
Ekaterina joined Moody’s in 2008 after working for VTB for 5 years, in Moscow, specialising in corporate lending and later in trade finance transactions. Ekaterina holds two Master degrees in Finance from the State Academy of Finance in Moscow and SDA Bocconi School of Management in Milan.
