Jim Hempstead is a Managing Director in Moody’s Global Project & Infrastructure Finance Group, where he heads both the North American Regulated Utility & Power Team and the North American Public Infrastructure Team.

Jim acts as a rating chair across all segments of Moody’s Global Infrastructure & Project Finance franchise, and is a member of both the firm’s Infrastructure Finance Franchise Committee and Global Infrastructure Focus Editorial Board.

 Jim also manages the Moody’s Cyber Risk Team, which looks to incorporate cyber security risk into global credit analyses.

Jim helped manage the firm’s global Environmental, Social and Governance efforts between 2017 – 2020.

Prior to joining Moody’s in 2002, Jim was an investment banker with Merrill Lynch &Co., working in the Global Energy & Power Group, providing financial and advisory services to electric, natural gas distribution, interstate pipeline, energy merchant, water and energy technology companies. Prior to joining Merrill Lynch, Jim worked with Salomon Smith Barney Corporate Finance, working in their Global Energy &Power Group.

Jim graduated with a B.S.B.A. from Villanova University and an M.B.A. from Fordham University. From 2011 - 2013, Jim served as the Director of Emergency Management for his hometown in New Jersey, and is a registered EMT for his local, volunteer first aid squad. Jim is a member of the Wall Street Utility Group and served as a Trustee with the Society of Utility and Regulatory Financial Analysts (SURFA) between 2012 -2020. He served on the Advisory Council for the Electric Power Research Institute(EPRI) from 2014-2019.

Terence M. Smith is Chairman and Chief Executive Officer of Smith’s Research & Gradings. He founded the company in 1992. For more than three decades, Smith’s Research & Gradings has produced award winning research and predictive analytics to finance critical infrastructure assets. Mr. Smith is also Chairman and Chief Executive Officer of Smith Information Services, LLC, which provides restructuring and disaster recovery for critical infrastructure assets of sovereign, sub-sovereign and non-governmental organizations. In March 2023, Mr. Smith was appointed to the President’s National Infrastructure Advisory Council (NIAC) Electrification Subcommittee. In March 2024, he was reappointed to the NIAC to serve on the Disaster Response and Resiliency Subcommittee. Mr. Smith is the Energy Sector lead for the ASCE Committee on America’s Infrastructure 2025 National Report Card.

Dan Seymour is a Vice President/Senior Credit Officer for local government ratings and covers credits primarily in the Northeast region. He previously covered credits for US state ratings. He joined Moody’s in 2011 and has experience in a diverse portfolio of states, localities, utilities, transit systems, and special tax credits. Before joining Moody’s, he was a reporter from the Associated Press and the Bond Buyer Newspaper. Dan holds a BA from Rowan University and a Master’s degree from Baruch College. He is a Chartered Financial Analyst charterholder.

Camila is an Associate Vice President – Analyst in Moody’s Global Project & Infrastructure Finance team based in New York. Her responsibilities include assigning new ratings to power and infrastructure projects. Camila also serves as lead credit rating analyst for a diverse portfolio of project finance and municipal infrastructure credits focused on energy, power, water and digital infrastructure, including Public-Private-Partnership (PPPs/P3s). Camila also has a long experience covering corporate utilities, transport infrastructure and renewable power generation projects in Latin America, as she previously worked as an Associate Analyst in the LatAm Moody’s Infrastructure & Project Finance team. Prior to joining Moody’s in 2016, Camila worked as a credit analyst at Banco Brasil Plural, where she covered a wide range of infrastructure sectors in Brazil including electric utilities, water sanitation, toll roads and real estate. Camila holds a BS in Economics from the Federal University of Sao Carlos, a leading university in Brazil.
