Moody's recently published a proposed new methodology for rating US Special Purpose Districts. Analysts will provide an overview of the scope and proposed framework of the special purpose district methodology. Implementation of the proposed methodology, timing and how to submit comments will also be discussed.

Eric Hoffmann is a Associate Managing Director for the San Francisco Local
Governments Ratings Team. He manages a team of analysts covering credits primarily
for California’s highest profile local governments and essential purpose enterprises.
Eric is a senior member of Moody’s Rating Committee and a member of the firm’s
Public Finance Franchise Committee, which establishes the firm’s US public finance
rating methodologies.
Prior to joining Moody’s, Eric held positions in economic and policy consulting in
Washington D.C. and with the California Governor’s Office of Policy and Research in
Sacramento. Eric holds an MPP from the University of California at Berkeley and an
undergraduate degree in Economics from the University of Maryland.
Julie is a Senior Vice President and Senior Credit Officer in the Methodology and Model Development Group (MMDG),where she has specialized in developing and authoring new analytical frameworks used across the company.
Julie has used Agile principles to lead the US Public Finance Group in conceptualizing and delivering innovative new methodologies that cover more than three-quarters of Moody’s-rated state and local government debt. She co-led the multi-team working group behind Moody’s newly proposed Net Zero Assessment framework and product.
Previous to her MMDG role, Julie was a voting member of the Methodology Review Group, the seven-person approval body for credit rating methodologies globally. Before joining MRG, Julie managed a team of analysts covering local government ratings along the East Coast, with overall responsibility for their ratings and research quality. Julie’s team covered the high-profile credits of: Miami, Atlanta, Atlantic City (NJ) and hundreds of others.
Julie returned to Moody’s in the team lead role in July 2010, following several years of independent consulting. She was originally with Moody’s from 1997 to 2004, during which time she was the lead analyst for local government ratings in numerous states.
She received her BA from Tufts University, where she was also editor-in-chief of the daily student newspaper. She received an MPA from Columbia University, where she also co-founded a policy magazine, Metropolitics. Prior to attending graduate school, Julie was a newspaper reporter with The Star-Ledger of New Jersey and Hartford Courant of Connecticut.
Nick Lehman is a VP-Senior Analyst for the Eastern Local Governments Ratings Team covering credits in New England and New York. He joined Moody’s in 2011 and has experience in a diverse portfolio of local government and enterprise credits. Prior to joining Moody’s, Nick worked for the Kansas Development Finance Authority acting as the primary issuer for various State of Kansas credits, including state general fund, higher education, and pooled loan programs. Nick holds a BA in Economics from the University of Kansas and a MBA from Baker University.
Heather O’Malley (Guss) is a Vice President, Senior Analyst for credits primarily in Kansas and Texas and lead for the Texas K-12 sector.
Prior to joining Moody’s, Heather was an Analyst for Public Financial Management, Inc. in Atlanta. Heather holds an MBA from the University of Florida and a BS in Business Administration-Finance.
