David Abesadze holds Master’s Degree in Law (LL.M.) from Bucerius Law School (Hamburg, Germany), the program of Master of Law and Business.

David joined the Securities Market Supervision Department, National Bank of Georgia, in 2018 and has held within the Department roles of a chief specialist and subsequently Head of Division. In that capacity, he was also actively involved in putting together frameworks governing financial markets, including structured finance (covered bonds and securitization). In February 2024, David Abesadze was appointed the Head of Securities Market Supervision Department. Before joining the National Bank of Georgia, he worked as an attorney in a local law firm.

In February 2025, David Abesadze was nominated by the National Bank of Georgia for membership of the Accounting, Reporting and Audit Board at the Service for Accounting, Reporting and Auditing Supervision of Georgia.

Ms. Ekaterine Guntsadze is the Deputy Minister of Finance in charge of foreign relations and external financing. She was the Head of Budget Department at the Ministry of Finance of Georgia in 2015-2021 and overall has 16 year experience of working in PFM. She has been actively involved in the implementation of Public Finance Management reform and upgrading the budget system of Georgia.

She has been involved in developing different public policies and assessing the new reform agendas and initiatives in regards to country’s fiscal policy and budgetary constraints. Currently she is in charge of foreign relations on behalf of the MOF. She coordinates government’s cooperation with the IFIs and bilateral donors related to financing of investment projects and budget support programs. She is also the chair of the Public Finance Management Reform Council.

Ms. Guntsadze has worked with the WB Headquarters as a participant of the Voice Secondment Program. She was tasked to work on the portfolio of ECA (Europe and Central Asia) region.

She has worked with IMF as a short-term expert on Budget System issues.  

Ms. Guntsadze is also involved in capacity building and training programs provided by Academy of Ministry of Finance of Georgia and partner organizations both in Georgia and in ECA region.

Ms. Guntsadze holds Master’s Degree in Public Administration from Georgian Institute of Public Affairs (Tbilisi, Georgia).

David is head of Financial Stability Department at the National Bank of Georgia (NBG). His team is responsible for monitoring the systemic risks in the financial sector, as well as design and implementation of macroprudential policy. David has joined NBG in 2011 and previously worked on various positions at banking supervision. He is passionate about deepening the Georgian financial sector, supporting initiatives to develop new instruments and was among the architects of Pillar 2 pensions savings reform in Georgia. 

David has earned MA in economic policy at Boston University. 

David Talakhadze serves as Deputy Chief Financial Officer at TBC Bank. He joined TBC as Head of Corporate Finance and has since advanced to his current role, where he leverages extensive international experience to strengthen the Bank’s financial strategy and drive strategic growth.

Before joining TBC, David spent over a decade with HSBC in various Global Markets roles, including as a London-based Trader for Emerging Markets Rates and MTNs, and as Head of Global Markets across several countries. He holds an MBA from Grenoble Ecole de Management in France.

25 years in corporate banking and capital markets, including up to 10 years with Citibank London covering structured and project finance in CEEMEA markets, as well as senior roles in Georgia at LSE-listed banks — Head of Corporate Banking at TBC Bank and CEO of Investment Banking at Galt & Taggart (Investment Banking arm of Bank of Georgia).

Currently a Governing Board Member of the Pension Fund of Georgia, chairing the RemCo and serving on the Investment Committee.

Levan holds an MBA from Manchester Business School and has completed the Stanford Executive Programme (SEP) at Stanford Graduate School of Business.

Alexis joined the Financial Institutions Group (FIG) of Moody’s Ratings in 2007 and has experience in covering a wide range of banks and other financial institutions in terms of both geography, business and ownership profile encompassing Moody’s entire rating scale.

He is currently the lead analyst for banks operating in Bosnia and Herzegovina, Bulgaria, Croatia, Georgia, Romania and Israel, while in the past he covered several other banks and nonbanking financial companies in the Nordics, Southeastern Europe, the Caucasus, Africa and the Middle East - Gulf regions.

Alexis has an MSc in Finance from Cass Business School (UK) and an MEng in Electrical & Electronic Engineering with Management from Imperial College (UK).

Martin Petch is a Vice President – Senior Credit Officer with Moody’s Sovereign Risk Group. Based in Singapore, he covers a portfolio of sovereign credits in the Asia Pacific region – including China, Australia, Hong Kong - as well as credits in Central Asia and the Caucasus. Martin joined Moody’s in 2017, after working as the Manager of Economic Analysis and Research with BHP Billiton covering its key commodity markets, China, Japan and India, economies in the South East Asian region, and the major advanced economies.

Martin also held various positions with the Australian Commonwealth Treasury, the Commonwealth Bank and the Australian Industry Group.

Martin was a graduate in Economics from the University of Western Australia.

Stanislav rejoined Moody’s in November 2012 and has since been working in EMEA structured finance group. Since 2019 he is in covered bond team responsible for covered bond programmes in Germany, Austria and CEE markets.

Prior to joining covered bond team, he was responsible for analyzing and rating RMBS and ABS transactions with focus on CIS and Dutch RMBS markets. Stanislav had already been on Moody’s Frankfurt RMBS team from February 2007 to September 2010.

Earlier in his career, from 2004 to 2007, Stanislav worked as Audit Senior at KPMG in Frankfurt. From October 2010 to October 2012, he worked as Business Advisor at BearingPoint GmbH, in the department Banking Operations and Applications.

Stanislav holds BSc degree in business administration from the Siberian State Aerospace University (Russia), Master degree in international economic relations and PhD in political economy from the University of Konstanz (Germany). He is trilingual, fluently speaking English, German and Russian.
