Eugene Tarzimanov is a Senior Vice President in the Financial Institutions Group in Asia. Based in Singapore, he is the Lead Analyst for banks in Southeast Asia, including Singapore, Malaysia, Vietnam, Sri Lanka and Bangladesh. 

Eugene is also responsible for coordinating banking research across Asia Pacific, and actively represents Moody’s to regulators, investors and the media on analytical and methodological views. Eugene moved to Singapore from Moody’s Moscow office, where he covered the largest banks in Russia, as well as financial institutions in Europe and the Middle East.

Before joining Moody’s in early 2009, Eugene held senior positions during his five years with Standard & Poor’s, where he was responsible for the analysis of banks in Europe and the Middle East. He has also worked at the CEO’s office of Bank VTB, where he was responsible for inhouse research.

Eugene holds an MBA in financial management from New York’s Pace University, and a BSc in international economics from Moscow’s Finance Academy.

Since 2015, Dr. Kirida has been the Director of the Thailand Development Research Institute (TDRI) Economic Intelligence Service (EIS) which is TDRI’s corporate partnership program. Her specialization spans monitoring and analyzing developments of the global and Thai economies which includes the macroeconomic environment, geopolitical developments, sustainability issues, demographic changes, and technological development issues.  

From 1999 to 2015, Dr.  Kirida was a Senior Country Economist for Thailand of the World Bank Group. She appears regularly in local and international media and speaks at public and private high-level forums and conferences in Thailand and overseas.

Dr. Kirida holds a Ph.D. in Economics from Cornell University (USA).

Grace Lim is an AVP-Analyst with Moody’s Sovereign Risk Group. Based in Singapore, Grace covers a portfolio of sovereign credits and multilateral development banks in Asia Pacific. 

Before joining Moody’s in 2021, Grace was a Senior Economist at the Monetary Authority of Singapore, where she led the economic analysis for the US, Eurozone and some ASEAN economies. Prior to that, Grace was a policy analyst in the central bank working on banking regulatory frame works. 

Grace holds a Bachelor of Science (First Class Honours) in Mathematics and Economics from the Nanyang Technological University in Singapore.

Manop Sangiambut has served as Group CFO since 2020, playing a pivotal role in formulating the Group’s strategic direction and navigating the highly competitive, fast changing financial services. Manop has taken the leadership in cultivating an AI-first mindset and driving various AI initiatives within the SCBX Group. He received Asia’s Best CFO Award by Corporate Governance Asia (2023), Best and Outstanding CFO Awards by the Investment Analyst Association (2024,2021), and the Issuer of the Year Award by the Thai Bond Market Association (2024).

Prior to his CFO appointments, Manop led SCB’s International Banking Business and China Business, pioneering the development of regional banking platforms in key markets including China, Hong Kong, Singapore, Vietnam, Myanmar, and Cambodia. Under his leadership, SCB was the sole Thai bank to receive the “Best Local Bank in ASEAN for Belt & Road Award” from Asia Money for three consecutive years (2017–2019) and the “Best Belt & Road Bank for Thailand Award” from FinanceAsia in 2018.

Before joining SCB, Manop served as Head of China A-share Research at CLSA in Shanghai and Hong Kong from 2004 to 2012, specializing in China macroeconomic strategy and infrastructure sector investments. Earlier in his career, he worked at the Thai Ministry of Finance, focusing on state-owned enterprise development policies.

Manop holds an MBA in Finance from Carnegie Mellon University, USA, under the Royal Thai Government scholarship, and a Bachelor of Accounting Information Systems from Chulalongkorn University, Thailand. Manop attended the CFO Leadership Program at Harvard Business School (2024) and Advanced Strategic Management course at IMD (2015). He is a certified public accountant (Thailand) and had served as a part-time lecturer at both Chulalongkorn University and Fudan University (Shanghai). In recognition of his academic and professional achievements, he received the “Thai Government Scholar Rising Star Award” in 2018

Mr Sanchai Apisaksirikul has been a key figure at United Overseas Bank (Thai) Public Company Limited for over 23 years, contributing to the bank’s financial leadership and strategic development. During his tenure as Chief Financial Officer from 2012 to 2024, he played a central role in the successful acquisition of Citi’s retail business in Thailand—an important step that broadened UOB Thailand’s reach and deepened its retail banking capabilities.

In his current role as Advisor to the CEO Office, Mr Sanchai continues to offer strategic counsel, helping to guide UOB Thailand’s growth in close alignment with the UOB Group’s long-term vision. He also serves as Director of UOB Asset Management (Thailand) Co., Ltd., where he supports financial planning and performance oversight to ensure sustainable value for clients and stakeholders.

 Mr Sanchai holds a Master of Science in Accounting from the University of Kentucky and a Bachelor of Accounting from Thammasat University. Known for his thoughtful leadership and collaborative approach, he remains committed to supporting UOB Thailand’s continued progress and its role in serving the evolving needs of customers and communities.

Tengfu Li is a Vice President – Senior Analyst with Moody’s Financial Institutions Group.

Based in Singapore, he is responsible for the credit ratings of financial institutions in Indonesia and Malaysia. Prior to Moody’s, Tengfu worked at OCBC Bank, where he developed credit risk models.

Tengfu holds a MSc in Accountancy from Nanyang Technological University, and a BEng in Electrical Engineering from the National University of Singapore.

Jien is an Assistant Vice President – Analyst with Moody’s Financial Institutions Group. Based in Singapore, he is responsible for the credit ratings of financial institutions in Thailand and Vietnam.

He was previously a manager leading a team of associate analysts in Moody’s Ratings and Research Support division, supporting the development and maintenance of Moody’s ratings, research and related activities.

Before joining Moody’s, Jien was a manager with Ernst & Young Singapore, covering clients in the banking, asset management and commodity trading industries. 

Jien holds a Bachelor of Commerce from the University of Adelaide. He is also certified practising accountant (CPA).

Jeffrey Lee is the Senior Vice President-Sustainable Finance and Head of Assessments for APAC with Moody’s Ratings. He is based in Singapore. In this role, Jeffrey oversees analytical teams in Hong Kong SAR (HK), Singapore and Tokyo, who are in charge of producing assessments on the credentials of sustainable debt instruments and financing frameworks (Second Party Opinions) and the strength of entities’ carbon transition plans (Net Zero Assessments). Jeffrey also supervises publication of thought leadership research related to sustainable finance market, such as sustainable finance outlooks and thematic reports on transition finance.

Jeffrey regularly participates as a speaker at high profile external conferences, roundtables, and media engagements. He represents Moody’s on various industry working groups and associations, including the International Capital Market Association’s Green and Social Bond Principles advisory council and the Singapore Sustainable Finance Association.

Before his current capacity, Jeffrey was a senior credit rating analyst for the Financial Institutions Group (FIG) at Moody’s Ratings, where he was a lead analyst for assigning credit rating for banks and non-bank financial institutions in the ASEAN and India. Prior to that, he was a regional manager and led a team of associates providing credit rating support for the FIG in APAC. He joined Moody’s in 2013 as an associate covering Korean financial institutions.

Before joining Moody’s Jeffrey worked at Morgan Stanley’s Institutional Equity Division in South Korea, covering a portfolio of Korean clients. Jeffrey holds a BSc in Economics from Korea University.

Chutima Sakdiarpa is Sustainable Finance Program Lead at the Global Green Growth Institute (GGGI), where she designs and implements credit solutions to unlock private capital for green and transition investments across Thailand and Southeast Asia. Her work focuses on enhancing project bankability through credit enhancement mechanisms, including guarantees, first-loss capital, and blended finance structuring. She has supported transactions in clean energy, waste management, and agriculture, helping early-stage and underserved projects access commercial financing through sustainability-linked facilities and risk-sharing instruments.

Previously at CrossBoundary and The Quant Group, she advised donors, DFIs, lenders, and corporates on structuring guarantees and first-loss capital, as well as providing M&A and corporate finance advisory.

Ms. Supatra Khanitthabut joined CGIF in 2018 as an Investment Specialist to originate new bond guarantee transaction in ASEAN+3 countries. Prior to her current role, Supatra has worked in Investment Banking of BAY, MUFG's subsidiary. Supatra has experience covering structure finance in petrochemicals, power and infrastructure, M&A Finance, loan syndication, ECA finance, aircraft finance, and corporate advisory.
