Career

Hai is a over 22 year banking veteran with majority of his career in corporate and financial institution coverage.

Hai served nearly 10 years as the CEO and Head of Local Coverage for BNP Paribas Hanoi, directing the Bank’s Corporate and Institutional Banking businesses in the North of Vietnam, blending global expertise with local insights to deliver client-centric solutions.

Earlier, he spent over 12 years as Head of branch, Head of Coverage with several commercial banks including VIB, ANZ,  CA CIB, ABN Amro in Vietnam, where he had driven business development and led coverage teams working on corporate, institutional clients, offering advisory and financing solutions including major financing to large projects in Vietnam.

Education

Hai graduated from Hanoi Foreign Trade University (FTU) in 2004 majoring in Foreign Trade Economics, he also holds a Master in Economics of Banking Finance (MEBF) from Paris Dauphine & ESCP, and he is certified in Sustainability Leadership from the University of Cambridge.

Mr. Tran Phuong is Senior Executive Vice President and Chief Risk Officer at BIDV. He holds a Master of Commerce in Finance from the University of New South Wales and has been with the bank since 1997.

He has held various senior roles including COO, CIO, Head of Corporate Planning, and Head of Equitization. He led BIDV’s IPO in 2011 and was appointed SEVP in 2012. As CIO and COO until 2019, he spearheaded BIDV’s digital transformation.

Currently as CRO, Mr. Phuong oversees risk management with a focus on credit, compliance, and ESG integration. He also contributes to policy discussions as Chairman of the Policy Committee at the Vietnam Banks Association.

Ms. Ha, Thi Kim Nga, who serves as the senior economist at the IMF Office in Vietnam. Previously she was deputy manager of the Economic Research Division at the Monetary Policy Department, State Bank of Vietnam.

In her current role, Ms. Ha is mainly responsible for monitoring Vietnam’s monetary, banking, and external sector policies and developments, as well as overseeing structural reform issues. Her work experience includes macroeconomic surveillance issues in Lao PDR for several years.

Ms. Ha is highly engaged in the academic community, acting as a guest lecturer on macroeconomics and monetary and banking policies at the SBV Training Center, National Economic University, Vietnam Banking Academy, and participating in several IMF training courses. She is also a frequent speaker and discussant at a range of economic meetings and conferences.

Her academic background includes graduation from the Graduate School of Policy Science (GSPS) of Saitama University in Japan, as well as the National Economic University in Hanoi, Vietnam.

Helen Han is a Principal Investment Officer at the International Finance Corporation based in Hanoi, Vietnam. She is responsible for investments in the infrastructure sector in Vietnam and has been covering the infrastructure sector in Asia for 20 years with experience across the various South East Asia markets. Helen has a bachelors degree from Northwestern University and an MBA from the University of Chicago.

Chung Seck is a partner in Baker McKenzie’s Ho Chi Minh City office and a member of the Firm’s Transactional Practice Group.

Chung co-leads the Vietnam Transactional Practice Group, which includes investments, M&A and capital markets practices. He also has sector focus in technology and digital economy, healthcare and life sciences, real estate, and manufacturing and supply chain industries. His experience includes foreign direct investment, market access and approvals, private and public M&A, securities, competition and merger control, commercial contracts, anti-corruption compliance, and data management, over a diverse range of industries, including digital economy, e-commerce, healthcare, education, industrial and consumer products, food & beverage, manufacturing, warehouses, ports, and transportation.

Simon Chen is the Head of Ratings and Research at VIS Rating – an affiliate of Moody’s, where he leads the firm’s credit ratings and research team. As Chairman of the Rating Committee, he plays a key role in shaping credit perspectives and driving informed dialogue with investors, issuers, and policymakers across Vietnam’s capital markets.

With over 15 years at Moody’s Ratings, Simon brings deep expertise from senior analytical and strategic roles spanning corporates, financial institutions, and regional credit markets.

Simon holds a Bachelor of Accountancy from Nanyang Technological University, Singapore, and is a CFA charterholder.

Ms. Hanh is a Sector Lead Analyst at Vietnam Investors Service, where she oversees credit research on corporations across a broad range of industry sectors. With approximately eight years of experience in finance, she is recognized for her disciplined analytical approach and sector-wide insights.

Prior to joining Vietnam Investors Service, Ms. Hanh served as an equity analyst at BIDV Securities Company and Thien Viet Securities Company, covering both financial and non‑financial sectors. She developed a track record of producing in-depth sector studies, thematic investment analyses, and high‑quality company research.

 Ms. Hanh holds an MSc in Finance from Dublin City University (Ireland), earned through the prestigious Irish Government Scholarship.

Spencer Ng is a Vice President – Senior Credit Officer in Moody’s Public, Project & Infrastructure Finance team. Based in Singapore, Spencer is responsible for project finance and infrastructure credits, including power utilities, renewables and airports in South and Southeast Asia.

Prior to joining Moody’s in 2007, Spencer worked for Ernst & Young Transactions Advisory Services in their Project Finance team. Spencer has also held various analytical and accounting roles at ANZ Bank, JP Morgan and State Street Australia. 

Spencer holds a Bachelor of Economics and a Master of Commerce from the University of New South Wales. He is also a CFA charterholder.

Jeffrey Lee is the Senior Vice President-Sustainable Finance and Head of Assessments for APAC with Moody’s Ratings. He is based in Singapore. In this role, Jeffrey oversees analytical teams in Hong Kong SAR (HK), Singapore and Tokyo, who are in charge of producing assessments on the credentials of sustainable debt instruments and financing frameworks (Second Party Opinions) and the strength of entities’ carbon transition plans (Net Zero Assessments). Jeffrey also supervises publication of thought leadership research related to sustainable finance market, such as sustainable finance outlooks and thematic reports on transition finance.

Jeffrey regularly participates as a speaker at high profile external conferences, roundtables, and media engagements. He represents Moody’s on various industry working groups and associations, including the International Capital Market Association’s Green and Social Bond Principles advisory council and the Singapore Sustainable Finance Association.

Before his current capacity, Jeffrey was a senior credit rating analyst for the Financial Institutions Group (FIG) at Moody’s Ratings, where he was a lead analyst for assigning credit rating for banks and non-bank financial institutions in the ASEAN and India. Prior to that, he was a regional manager and led a team of associates providing credit rating support for the FIG in APAC. He joined Moody’s in 2013 as an associate covering Korean financial institutions.

Before joining Moody’s Jeffrey worked at Morgan Stanley’s Institutional Equity Division in South Korea, covering a portfolio of Korean clients. Jeffrey holds a BSc in Economics from Korea University.

Marcus Yiu is an Analyst with Moody’s Sovereign Risk Group. Based in Singapore, he supports lead analysts in covering a portfolio of sovereign credits in the Asia Pacific and Central Asia regions. 

Marcus joined Moody’s in January 2020, after working at J.P. Morgan Asset Management as a Market Analyst based in Hong Kong. There, he performed macroeconomic and market research with a focus on Asia and took part in generating asset allocation ideas for clients.

Marcus graduated with a Bachelor of Science in Economics from the University of Warwick.

Do Khanh Vy is an Analyst with Moody’s Financial Institutions Group.

Based in Singapore, Vy covers a portfolio of banks and non-bank financial institutions in Vietnam and Bangladesh. Prior to joining Moody’s, Vy was a Senior Associate with PricewaterhouseCoopers Singapore in the Financial Services Tax team, covering clients in the banking, insurance and asset wealth management industries.

Vy holds a Bachelor of Business Administration (Honors), Accountancy from the National University of Singapore.

Jien is an Assistant Vice President – Analyst with Moody’s Financial Institutions Group. Based in Singapore, he is responsible for the credit ratings of financial institutions in Thailand and Vietnam.

He was previously a manager leading a team of associate analysts in Moody’s Ratings and Research Support division, supporting the development and maintenance of Moody’s ratings, research and related activities.

Before joining Moody’s, Jien was a manager with Ernst & Young Singapore, covering clients in the banking, asset management and commodity trading industries. 

Jien holds a Bachelor of Commerce from the University of Adelaide. He is also certified practising accountant (CPA).
