Helen Cregger is an Associate Managing Director in Moody’s San Francisco office. She covers local government credits primarily in California including cities, counties, enterprise systems, and school districts. Helen also rates charter schools nationally and serves as the lead analyst for charter schools primarily in Colorado, Arizona and California. She was a co-author of Moody’s charter school methodology. In addition to her analytical work, Helen heads up Moody’s municipal utility task force, supporting research and internal training for these credits.

Prior to rejoining Moody’s, Helen was an investment banker for Piper Jaffray & Co.’s and among other issuers worked with the State of Colorado on its BEST K12 capital construction program. Prior to her initial tenure at Moody’s, Helen was an analyst for the US General Accountability Office in the International Trade, Finance and Competitiveness Division. Helen holds an MPA from the School of International and Public Affairs at Columbia University and a BA in Latin American Studies from Northwestern University.

Maddie Atkins is an Analyst for the San Francisco Local Governments Ratings Team covering credits primarily in Arizona, California, Idaho, Nevada, Oregon and Utah. Maddie serves as the lead analyst for local government credits in Nevada. In addition to her analytical work, Maddie contributes to research on water in the western US.

Prior to joining Moody’s, Maddie was a Financial Consultant with Carollo Engineers. Maddie holds a Master of Environmental Management with a focus in Water Resources Management from the Nicholas School of the Environment at Duke University and BA degrees in Geology and Environmental Studies from Case Western Reserve University.

William Oh covers credits for public power, transportation, and project finance. Will joined Moody’s in 2011 as an analyst for the Local Governments ratings team and covered a wide variety of municipal credits, primarily in the Western US.

Prior to joining Moody’s, Will was an analyst for the Department of Defense in Washington, DC, working for both the Joint Staff as well as the Navy Staff. Will holds an MBA from Yale University and an AB from Georgetown University.

Lori Treviño is an Assistant Vice President - Analyst on the Western Regional Local Governments Ratings Team covering municipal credits throughout western states, serving as the local government lead for Arizona, Washington, and California cities. She has taken a lead role in updates to property assessment and tax increment finance rating methodologies. She has published research on tiered water rate structures, the impact of oil prices on local governments, California state school bonds, and the role of social factors in disaster recovery, and San Francisco’s proposed purchase of PG&E assets.

Lori serves on the PFG Moody’s Bankruptcy and Distress Taskforce and PFG ESG Social Risks Taskforce. She helped establish an analytical framework for evaluating environmental, social, and governance risks for public K-12 school districts across the U.S. Lori is also a co-chair of the PFG Analyst Education Task Force and a member of the MIS Rating Process Champions.

Prior to joining Moody’s, Lori was a Financial Analyst and Redevelopment Manager for the City of El Cerrito, a Managing Consultant at Seifel Consulting, and a Management Analyst for the City of Fremont. Lori holds an AB in Mass Communications and History from the University of California, Berkeley and an MPP from the Harvard Kennedy School.

Sunny Zhu is currently an Assistant Vice President-Analyst on the State Ratings Team, covering a few states and mass transit issuers on the West Coast. She previously worked on Moody’s Local Governments Ratings Team, covering select California cities, counties, water/sewer enterprises, school districts, and community college districts.  

Before joining Moody’s, Sunny worked as a financial advisor for public sector issuers, primarily airports and transportation agencies. Sunny holds a BA in Economics from the University of California, Berkeley.

Alexandra Cimmiyotti is a Vice President/Senior Credit Officer for the San Francisco Local Governments Ratings Team, and primarily covers California cities, counties, enterprise systems, and school districts. Prior to joining the San Francisco Team, she was an Assistant Vice President for the New York Local Governments Ratings Team. Alexandra serves as a rating committee chair on credits nationally for local governments and has a dedicated role of training and mentoring analysts on her team.

Alexandra is an executive council board member of the Women in Public Finance Northern California Chapter and served on the Board of California Society of Municipal Analysts for seven years.

Prior to joining Moody's, Alexandra held Vice President positions at Prager and Company, as well as Morgan Stanley Smith Barney, and was an Assistant Director for undergraduate admissions at Columbia University.

Alexandra holds a MA from Teachers College Columbia University and a BA from San Diego State University.
