Eva Bogaty is a Managing Director in Moody’s Ratings Public Finance Group, co-managing local government ratings in the US, with a focus on the Midwest, Southwest, and West Local Government ratings teams out of our Chicago, Dallas, and San Francisco offices. While at Moody’s, Eva has also served as the team lead for the Not-for-profit Healthcare ratings team and the
Western States Local Governments ratings team, and as a lead analyst covering Higher Education and Healthcare ratings. She serves as a rating chair across the public finance group and has significant experience in academic medical centers, not-for-profits, K-12 school districts, charter schools, and public hospital districts.

Prior to joining Moody’s, Eva worked in economic development for New York State and in Russian women’s business development for a USAID-funded not-for-profit. Eva holds an MBA from New York University and an AB in Russian and East European Area Studies from Middlebury College.

Orlie Prince is an Executive Director for the Eastern Local Governments Ratings Team. She manages a team of analysts covering credits in Alabama, Delaware, Kentucky, Maryland, New Jersey, North Carolina, Pennsylvania, South Carolina, Tennessee, Virginia, and West Virginia. Orlie is a rating committee chairperson, she leads the Cyber Security Risk Task Force for the Public Finance Group, and serves as the lead on the State Aid Intercept Programs. 

Prior to rejoining Moody’s, Orlie conducted extensive community service. During her initial tenure with Moody’s, Orlie was a Senior Vice President and Manager of the Southeast Regional Ratings Team. Orlie holds an MPA from Columbia University’s School of International and Public Affairs and a BA in Political Science and Communications from SUNY Albany.

Susan Shaffer manages a portfolio of highly complex higher education and nonprofit institutions across the United States, particularly in the northeastern and southern US. She also oversees the department’s nonprofit sector and special credit and operations projects. In addition, Susan is a regular speaker at a variety of industry conferences and has become widely recognized as one of the leading voices for higher education and nonprofit organization credit nationally. Her authorship of research pieces covers topics such as the higher education outlook, leadership and governance challenges, pricing strategies, and self-liquidity issuance.

Prior to joining Moody’s, Susan managed financial incentive programs that support New York State businesses and major institutions as part of New York State’s economic development agency, Empire State Development. Her higher education sector expertise includes roles in admissions and marketing at Tulane University and New York University. Susan holds an MBA from New York University’s Stern School of Business and a BA in Classics from Tulane University.

Susanne Murray covers local government issuers in New Jersey and Maryland. Over her tenure, Susanne has also covered local government issuers in Delaware, New York, Tennessee, and Alabama. She is a member of Moody’s private credit group, where she focuses on tax increment financing and special assessment district financings. Susanne has authored several research publications, including articles analyzing key credit trends in New Jersey and Maryland.

Susanne holds a Master of Public Administration and a Bachelor of Arts in Political Science from the Rockefeller College of Public Affairs and Policy at the University at Albany.

Ted Hampton is a Vice President - Senior Credit Officer on the States Rating Team and currently covers Alaska, Kansas, Maryland, Michigan, New Jersey, and South Carolina. He has also covered other states including Illinois and Puerto Rico and is a member of Moody’s pension task force.

Prior to joining Moody’s, Ted worked as a financial journalist covering topics including public finance. Ted holds an MBA from the Yale School of Management and an undergraduate degree from Dartmouth College.

Anik Hoque covers credits primarily in Alabama, New Jersey, Pennsylvania, Tennessee, and South Carolina. Anik participates in the Digital Economy Task Force as the digitalization lead and heads the public finance quarterly rating revisions report.

Prior to joining Moody’s, Anik was an intern for Goldman Sachs where he assessed interest rate risks in the banking book. Anik was also an intern at Morgan Stanley, in their corporate services division.  Anik holds a BA in Economics and a BS in Mechanical Engineering from the University of Rochester.
