Janice Hofferber is Global Head of the Public, Project & Infrastructure Finance Group at Moody’s Ratings, where she oversees credit ratings and research for public sector entities worldwide. Janice previously served as Managing Director in Moody’s North America Corporate Finance Group, where she led analytical teams covering a broad range of consumer-related industries and real estate sectors. She played a key role in company-wide initiatives, driving globally consistent market and customer engagement strategies, supporting recruitment and training for Moody’s credit professionals, and championing inclusion efforts. As co-chair of the Veteran’s BRG Policy and Recruiting Committee, she implemented significant improvements to Moody’s leave policies.

Prior to joining Moody’s, Janice held senior positions at Fulcrum Global Partners, Van der Moolen, and JP Morgan Chase in areas spanning mergers and acquisitions, equity research, and fixed income analytics. Janice holds a LEAD Certificate from Stanford Graduate School of Business, an MBA in Finance from NYU, a BA in Psychology from Rutgers University, and is a Chartered Financial Analyst.

Atsi Sheth is Chief Credit Officer and Head of Credit Strategy & Standards at Moody's Ratings.

Prior to her appointment in 2024, she held several leadership roles at Moody's, including Managing Director and Global Head of Credit Strategy and Research from 2021 to 2024.

She also served as Managing Director, Chief Credit Officer for the Americas from 2018 to 2021, and Managing Director, Sovereign Risk Group from 2016 to 2018.

Atsi is a long-time champion of Moody's Community Impact and Inclusion initiatives. She serves on the Board of Moody's Foundation and was the Executive Sponsor of the Pan Asian Impact Business Resource Group.

Earlier in her career, Atsi was the Chief Economist at Reliance Capital and taught courses on International Political Economy and Emerging Markets at Columbia University and Northwestern University.

Atsi has a PhD from Northwestern University and a B.A. from Bombay University.

Emily Raimes is an Executive Director in Moody’s Ratings Public Finance Group, overseeing the global higher education and nonprofit team, covering over 700 colleges, universities, and nonprofit institutions worldwide.

Previously, she managed the States Team, covering state credits across the US. Prior to joining Moody’s in 2006, Emily spent seven years at the New York City Office of Management and Budget, working primarily in Economic Analysis. Emily holds a BA degree in government from Wesleyan University and a Master’s in Public Administration from New York University.

Dan Steingart manages Moody’s Ratings Not-for-Profit Healthcare team, overseeing a dedicated team of 10 analysts covering over 300 hospitals and health systems nationwide. 

Dan is an 18-year veteran of public finance and is a sought after speaker on topics including health system finances and the impact of major legislative and judicial actions on the credit quality of hospital systems and provider care networks. He has deep experience working with a variety of healthcare institutions including academic medical centers, integrated delivery networks, and community hospitals.  Over his career at Moody’s, he has authored numerous articles on healthcare policy and legislation, industry trends, and multiple sector outlooks. 

Madhavi Bokil is an Executive Director, heading the Macro Research Team of the Credit Strategy and Standards Group. She is a member of Moody’s Macro Board and the lead author of Moody’s Global Macroeconomic Outlook.

Before joining Moody’s Ratings Madhavi held positions as Senior Economist at AIG and GE Capital, undertaking global macroeconomic analysis, forecasting and CCAR stress testing. Prior to that she held a faculty position in the Department of Economics at Clark University, where she pursued research in and taught International Macroeconomics and Monetary Economics. She holds a BA in Economics from Fergusson College, Pune, India, a MA in Economics from the University of Mumbai, India and a PhD in International Economics from the University of California at Santa Cruz.

Nick Samuels is a Senior Vice President for the States and High Profile Ratings Team covering credits for the state of Texas, New York City, and the District of Columbia.

Prior to joining Moody’s, Nick worked for the National Association of State Budget Officers analyzing state fiscal and expenditure trends. Nick holds a BA degree in government from Skidmore College and a Master’s in Public Administration from the George Washington University.

Baye Larsen is a Senior Vice President/Senior Credit Officer on the State Ratings Team covering credits primarily for the states of New York, Pennsylvania, Rhode Island and Tennessee. Baye is also the lead analyst for the New York MTA, SEPTA and the Port Authority of Allegheny County, as well as a number of federal lease transactions. She has contributed to several analytical development projects at Moody’s, including the PFG Cybersecurity Task Force and publication of the Mass Transit Methodology and the Federal Lease Methodology. 

Prior to joining the State Ratings Team, Baye worked for the US Project and Infrastructure Finance Team, where she covered a portfolio of utility and infrastructure issuers, and on the Local Governments Ratings Team providing ratings for local governments and water and sewer utilities. Baye holds an MPA from New York University and a BA in government from Georgetown University.

Gregory covers a broad and complex portfolio of credits across Pennsylvania, Alabama and Tennessee, with particular expertise in distressed and transitional credits across the K 12 and municipal utility sectors. He chairs Moody’s Ratings Public, Project, and Infrastructure Finance  (PPIF) Digital Economy Task Force, and has authored influential research on emerging risks and opportunities, including cybersecurity, artificial intelligence (AI), and digital finance.

Prior to joining Moody's, Gregory managed a portfolio of hedged energy disbursements for a boutique energy procurement and management firm working with third party real estate management companies. He also worked as a Constituent Relations Representative for the New York State Senate. Gregory holds a Master of Arts in Economics from University at Buffalo, the State University of New York, where he also completed his undergraduate studies.

Denise Rappmund is a Vice President/Senior Analyst on the States Rating Team, currently covering several state governments, mass transits and state-sponsored property insurance issuers, including Florida, Kentucky, Massachusetts, West Virginia, North Carolina, MBTA and DART. Prior to joining the States Team, Denise was a lead analyst on the Southwest Local Government team, and covered Texas, Colorado and Kansas, during which time she was the state lead for Kansas, lead for the City of Dallas, and headed up the team’s Colorado metropolitan district sector.

Prior to joining Moody’s in 2014, Denise was a public finance investment banker with Piper Jaffray in California. Over the course of her nearly two-decade career in public finance, she has developed expertise in a broad range of sectors and complex structures, spanning macro areas like international trade and the economies of the US-Mexico border, to concentrated economies in sectors like energy or tourism; as well as real estate and project-specific expertise in special district transactions covering hotels, convention centers, commercial and residential developments.

Denise holds a B.A. in economics and international affairs from the University of Colorado, Boulder.

Frank Mamo is a Vice President, Senior Analyst on Moody’s US Local Government team. He is the state lead for local government ratings in Georgia, covering cities, counties, K-12 school districts, and municipal utilities. Frank’s portfolio also includes Florida and South Carolina local governments. Frank has led a range of research initiatives that assess how demographic, economic and socioeconomic trends influence local government credit quality.

Prior to joining Moody’s, Frank was a tax policy researcher at the Institute on Taxation and Economic Policy as well as the Center on Budget and Policy Priorities in Washington, DC. Frank holds an MPA from Columbia University and a BBA from the University of Iowa.

Jennifer Chang is a Vice President in Moody’s Sustainable Finance Group, with a primary focus in physical climate risks and materiality as it pertains to credit risks across various industries.

Prior to this group, Jennifer was the Public Power Sector Lead in the Global Project and Infrastructure Finance Group, and covered a range of infrastructure sectors including transportation, social infrastructure and power projects in the Americas. She also led new power project finance and public-private partnership rating assignments.

Jennifer launched the Infrastructure in Emerging Markets’ series, and is the author of several reports on PPPs, power and drillship transactions including special comments on airport concessions, express tolled lanes, credit enhancements and power project carbon transition. She recently published climate-related reports on physical climate risk assessments and credit impact of urban floods.

She is the receiver of three Moody’s Research Awards, including the report on Hydrogen – Electric Utilities and Power Projects. She is a frequent speaker and presenter at various industry conferences, including the US Department of Energy – Hydrogen Shot Summit in 2021. Prior to joining Moody’s, Jennifer worked at the World Bank as an energy finance specialist in the Latin American and Caribbean and Africa regions where she helped co-author the Brazil Low Carbon Case Study report, and worked on large scale electricity distribution rehabilitation projects in Brazil, Honduras and Malawi. Prior to the World Bank, Jennifer worked at BNP Paribas covering North American utilities, and at the Royal Bank of Scotland and at Credit Agricole covering media and telecom. She has a Bachelor of Science and Business Administration in Finance and Accounting from Drexel University and a Masters from the School of International and Public Affairs at Columbia University (SIPA) with a concentration in International Energy Management and Policy. She is currently pursuing a Certification in Sustainable Water Management from Columbia University.

Julie Meyer covers a diverse portfolio of infrastructure issuers in public power and transportation, including airports, toll roads, and seaports as well as project finance issuers.

Prior to joining Global Project and Infrastructure Finance, Julie worked on the Moody's Local Government team covering cities, counties, school districts, municipal utilities, and special districts. Julie has a BA in Political Science from Washington State University and an M PA from the Lyndon B. Johnson School of Public Affairs at the University of Texas at Austin.

Ken Surgenor is the analytical lead for credits in Texas, Kansas and Colorado metropolitan districts. Ken has served as analytical lead in Missouri and New Mexico and has also covered charter school credits nationally. 

Prior to joining Moody’s, Ken worked for the City of San Antonio in the Office of Management and Budget. Ken holds a Master of Public Service and Administration degree from the Bush School at Texas A&M University

Sunny Zhu is currently a Vice President on the State Ratings Team, covering a few states and mass transit issuers on the West Coast. She previously worked on Moody’s Local Governments Ratings Team, covering select California cities, counties, water/sewer enterprises, school districts, and community college districts.  

Before joining Moody’s, Sunny worked as a financial advisor for public sector issuers, primarily airports and transportation agencies. Sunny holds a BA in Economics from the University of California, Berkeley.

Sanjay Motwani is an Assistant Vice President for the Higher Education and Not-for-Profits Ratings Team. He covers a broad portfolio of public and private colleges, universities, and prominent not-for-profit organizations across the United States. Sanjay also serves on Moody's Cybersecurity working group. He has authored numerous publications analyzing federal policy proposals, legislative actions, credit trends, market dynamics, and cybersecurity risks impacting the Higher Education sector.

Prior to joining the team, Sanjay held various audit and risk management roles at Moody's, New York University and Chubb Limited. He earned an MBA from New York University’s Stern School of Business and a BS from Rutgers University in Finance and Economics.

David Kamran is an AVP at Moody’s, covering a range of project finance and infrastructure issuers including data centers and power projects, and leads his departments global AI integration efforts. David has been at Moody’s for more than 11 years, with the last 7 years on the project finance team, and prior to that on the Sovereign Risk Group, covering Sovereigns in Africa and Latin America. Prior to joining Moody’s David worked at the World Bank, and spent time at the U.S. Department of the Treasury.
