Fabian Astic serves on Moody’s Ratings’ Senior Leadership Team as Managing Director, Global Head of Digital Economy, and Chair of the AI Oversight Working Group. He leads the rating agency’s preparedness efforts related to the digitalization of the global economy, including Digital Finance, AI Analytics, and Cyber Credit Risk.

Fabian is a recognized expert in traditional and digital finance, often contributing to industry events and conferences. He serves on the Digital Asset Markets Subcommittee of the U.S. Commodity Futures Trading Commission’s Global Markets Advisory Committee, and on the board of QuantCubeTechnology, an AI-powered predictive analytics company.

Prior to his current role, Fabian led quantitative analytics and innovation for the rating agency. He joined Moody’s in 2006 and had various roles in the Credit Strategy & Standards and Structured Finance groups.

Fabian’s academic credentials include a Ph.D. in Applied Mathematics with a focus on Mathematical Finance, and a Master’s Degree in Mathematics Applied to Economic Sciences from Université Paris Dauphine. He also holds a Master’s Degree in Science and Executive Engineering from the Ecole des Mines de Paris, where he specialized in Quantitative Finance.

Gene Fang is an Executive Director - Ratings in the Sovereign and Sub-sovereign Ratings Group in Asia. Based in Singapore, he manages the team responsible for sovereign and sub-sovereign ratings in the Asia Pacific region, as well as analysts covering regional and local governments in China. In addition, Gene leads Moody’s Digital Economy strategy in the Asia Pacific region, including engagement with regulators and market participants on Moody’s initiatives in digital finance.

 Before joining Moody’s, Gene worked as an investment banker for J.P. Morgan and Citigroup, where we covered financial institutions in Asia. Gene graduated from Columbia University in political science. He also holds an MBA from Harvard Business School and a Master in Public Policy from Harvard University’s Kennedy School of Government.

Chetan Karkhanis is a Senior Vice President in the Global Insurance and Institutional Asset Solutions (GIIAS) group focused on Digital Asset Client Engagement covering the Asia Pacific Region. Based in Singapore, he is focused on innovative distribution, digital disruption, and thought leadership in the region to accelerate, scale and commercialize technology-enabled investment capabilities. The group works with various members of the fintech ecosystem to connect clients, FT business partners and fintechs in developing new products, capabilities and distribution channels.

Prior to this role, he led product management for various global equity platforms within Franklin Templeton, including the Templeton Global Equity Group, Franklin Global Growth, and Balanced Equity Management (Australia).

Previously, Mr. Karkhanis led the Corporate Strategy function at Franklin Templeton as part of the Financial Strategies group.  Prior to joining Franklin Templeton in 2014, he was a Vice President at JPMorgan Asset Management in Strategy and Development, based in New York City, and prior to that, held Strategy and Corporate Development positions in firms such as Moody’s and Charles Schwab.  Mr. Karkhanis started his career in investment banking and equity research, covering the telecom, media and communications sector.

Mr. Karkhanis holds a Bachelor of Arts (B.A.) degree in Economics, and a Master of Science (M.Sc) degree in Management Sciences and Engineering, both from Stanford University, California.

Zilong is the Head of the Digital Currency Unit within Global Transaction Services at DBS Bank. This unit focuses on building the next generation of transaction capabilities through tokenized money and payments. Zilong led the rollout of DBS Token Services, a suite of next-generation transaction banking capabilities powered by tokenization and smart contracts. This initiative has enabled new use cases such as 24/7 liquidity management, conditional payments, and programmable rewards. He was also part of the co-founding team of Partior, a technology company that aims to transform cross-border payments and settlement. In addition, Zilong contributes to various CBDC, Tokenized Deposit, and Stablecoin-related projects, working closely with industry partners to shape the future of digital finance.

Chengyi is Director of Policy and Regulatory Strategy for APAC at Circle, where she focuses on advancing digital assets, payments, and programmable blockchain infrastructure across the region, supporting the development of a more open and global financial system. Previously, she led APAC public policy at Chainalysis, a blockchain analytics company. Prior to that, Chengyi spent over a decade at the Monetary Authority of Singapore, working across financial regulation, supervision, industry development, and central banking.
